I© <br />JOB TITLE: Staff Attorney <br />DEPARTMENT: County Manager's Office, Orange County <br />Updated 091907 <br />JOB SUMMARY: Provides in-house legal services for departments at the direction of the County <br />Manager and in coordination with the County Attorney <br />MAJOR DUTIES: <br />o Provides legal review, advice and consultation on County contracts in areas such as <br />construction and service contracts, large equipment lease or purchase contracts, health and <br />social services contracts; reviews proposed contracts, drafts new contracts, and advises <br />staff and the Manager on contract issues; provides legal assistance on contract negotiation. <br />o Researches and advises on legal questions related to land and parcel ownership; <br />researches and advises on boundary matters; prepares and processes a variety of legal <br />documents such as right-of--way agreements, water and sewer easements, audit letters, <br />deeds, closing documents for real estate transactions; schedules closings; disburses funds; <br />secures proper execution of documents. <br />o Provides legal support for foreclosure, bankruptcy and other tax collection proceedings. <br />o Manages the legal aspects of contract negotiation and advises on laws related to cable <br />television franchise matters. <br />o Researches and responds to questions from the Boards of Health and Social Services; <br />attends meetings as needed and advises staff on matters before the Boards. <br />o Investigates issues of law related to citizen questions and inquiries as requested by the <br />Manager; drafts information for response. <br />o Provides legal support, advice and review on County code enforcement issues in areas <br />such as zoning, erosion control, building, fire, animal control and health regulation <br />o Advises departments on matters of personnel and risk management, such as disciplinary <br />actions, interpretation of policies, and applicability of state and federal laws. <br />o Researches and develops information and reports on legal questions and issues. <br />o Attends meetings of the Commissioners as requested and assists the County Attorney with <br />research and document preparation. <br />o Maintains files and records supporting legal activities. <br />o Performs other related duties as assigned. <br />
