ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 19, 2007 <br />Action Agenda <br />Item No. ~-~_ <br />SUBJECT: Classification and Pay Plan Amendments -Add/Revise Various Classes <br />DEPARTMENT: Personnel PUBLIC HEARING: (YiN) No <br />ATTACHMENT(S): <br />Class Specifications for Various Classes <br />(to be provided under separate cover)) <br />INFORMATION CONTACT: <br />Michael McGinnis, Personnel Director <br />919-245-2552 <br />PURPOSE: To amend the Orange County Classification and Pay Plan to add, delete, or revise <br />various classifications. <br />BACKGROUND: Section 5.1 of Article VI of the Orange County Personnel Ordinance provides <br />that the Board of County Commissioners adopts the position classification plan and approves <br />any amendment to: <br />• Add or delete a class; <br />• Change the title of an existing class; or <br />• Revise the salary grade of an established class. <br />Classification of Newly Approved Positions <br />As an element of the 2007-08 Orange County operating budget, the Board of Commissioners <br />approved on June 26, 2007 the creation of 9.1 new full-time equivalent (FTE) positions, with <br />varying effective dates beginning July 1, 2007, throughout fiscal year 2007-08. Following the <br />Board's approval action, the Personnel Department evaluated each new position to determine <br />its proper placement in the County's Classification and Pay Plan. <br />Some of the new positions fit into an existing classification in the County's Classification and <br />Pay Plan, and accordingly, no additional Board action is required with regard to those positions. <br />On the other hand, staff determined that six new positions approved by the Board included <br />duties and responsibilities not properly covered by any existing classification. Therefore, it was <br />necessary to review and develop a proposed classification for each position before recruitment <br />and selection of an employee can be undertaken. Personnel staff, with analytical support <br />provided under a contract with The MAPS Group, reviewed the duties and responsibilities of <br />each position and compared the duties and responsibilities to existing County positions. The <br />analysis was based upon, and was consistent with, background information provided to the <br />BOCC during 2007-08 budget work sessions. <br />Based on this analysis, Personnel staff recommend that the new positions previously approved <br />by the BOCC be added to the Classification and Pay Plan as outlined in the table below: <br />
