Approved 9/5/07 <br />Location: <br />• East side of Pleasant Green Road between Willet Road and Cole Mill Road in Eno Township. <br />• Located in a Rural Designated Area in the Growth Management System, which for less than 21 lots follows <br />the normal subdivision process. <br />• Approximately 1 mile north of US 70 and the Durham /1 -85 EDD designated area. <br />Existing and Proposed Conditions <br />Existing: <br />• Zoning: Rural Residential (R1) (min. lot size = 40,000 sq. ft.) <br />• The property is in the Lower Eno protected watershed (max. density =1 acre / dwelling.) <br />• Maximum impervious surface in the Lower Eno protected watershed is 36% of the gross acreage. <br />Physical Features: <br />• A portion of five designated streams on the tract will be protected with stream buffers. <br />• The site is mostly wooded with a mixture of pines and hardwoods. <br />• The topography is gently rolling with a steeper slope along the streams. <br />Adjacent Land Use: <br />• Eno River State Park is located to the east <br />• A 46 acre undeveloped tract is located to the west. <br />• Greenwood Subdivision with an average lot size of 7.42 acres and Pleasant Green Woods Phase 2 with an <br />average lot size of 1.48 acres are located to the north. <br />• Residential tracts.ranging from 1 to 19.06 acres are located to the south. <br />• Surrounding lots are generally equal to or less dense than Pleasant Green Woods 3 except Pleasant Green <br />Woods 2 which has an average density of 2.11 acres. <br />Proposed: <br />Roads: <br />• Access is from Pleasant Green Road (SR 1658), an existing paved collector public road. <br />• The proposed cul -de -sac street (Pleasant Green Trail) provides access to 18 lots; two lots are accessed <br />from the existing Jomali Drive. Additional right -of -way was purchased at the entrance to ensure construction <br />of the road did not disturb adjoining properties. <br />• All roads are to be constructed to NCDOT standards. <br />• NCDOT comments indicate Pleasant Green Trail will need a minimum 50 foot right -of -way with 20 foot <br />pavement. Site distance at the main entrance has been field verified and approved. A driveway permit will <br />be required for the entrance. Road improvements on Pleasant Green Road are not warranted according to <br />NCDOT guidelines. <br />• Emergency Management and the Eno Fire Department have reviewed and found the plans acceptable. (see <br />agency review) <br />• Staff considered requiring the road to be connected to Phase 2. However, after walking the property, staff is <br />not recommending connecting the roads due to the slope and disturbance of the stream involved and <br />because the developer, at Eno River Associate's request, is dedicating this area to the Eno River State <br />Park. There are also a number of mature hardwood trees in the open space area that would be destroyed if <br />the roads were connected. As indicated by ERCD the proposed plan "appears consistent with the County's <br />desire to minimize adverse environmental impacts with respect to the protection of floodplains, wetlands, <br />natural areas and wildlife habitat." <br />Open Space /Buffers: <br />• 36.75 acres (50 %) of open space proposed.
