Two members of the public spoke at the April 26, 2007 Joint Planning Public Hearing <br />(approved hearing minutes are attached). The first speaker expressed concern about increased <br />traffic congestion and intersection safety. The project engineer stated that much time had been <br />spent analyzing the best location for the driveway and that it was at a safe location from a <br />visibility and spacing perspective. The second speaker asked if an existing private road off <br />Eubanks would be used for access to the shelter and if so, would it be paved. The project <br />engineer responded that he had heard many concerns about the road and that the applicant had <br />decided not to use it for access to the facility. <br />The Orange County Planning Board considered this item at their September 5, 2007 meeting. <br />Nine members were in attendance and voted unanimously to recommend approval. <br />The Chapel Hill Town Council voted unanimously to approve the rezoning at their regular <br />meeting on September 10, 2007. The Town Council also approved the Special Use Permit. <br />Copies of both resolutions are included as attachments. <br />FINANCIAL IMPACT: There is no direct financial impact in amending the Zoning Atlas. Staff <br />time has been accounted for in the departmental budget. <br />RECOMMENDATION: The Administration recommends that the Board approve the rezoning <br />from Chapel Hill R-1 to Chapel Hill OI-1-C for the Animal Services Facility. <br />
