18 <br />Articles 3 and 5, the applicable specific standards in the Supplemental Use Regulations <br />(Article ~ and with all other applicable regulations <br />Evidence in support: Evidence in support of this finding includes the following point from the <br />applicant's Statement of Justification: <br />"The Orange County Animal Services site plan is in full compliance with the Land Use <br />Management Ordinance and other Town standards". "Based on the proposed land use, a <br />Public Use Facility, one parking space per 350 square feet of floor area, 69 spaces, is <br />required. 49 spaces are needed to meet operational and public service objectives". <br />[Applicant's Statement) <br />Evidence in ob osition: We have not identified any evidence offered in opposition to Finding <br />#2. For discussion on the applicant's proposed modification to regulations, please refer to the <br />Modifications to Regulations section in this memorandum. <br />Finding #3: That the use would be located, designed, and proposed to be operated so as to <br />maintain or enhance the value of contiguous property, or that the use or development is a <br />public necessity. <br />Evidence in support: Evidence in support of this finding includes the following points from the <br />applicant's Statement of Justification. <br />"We define the value of the contiguous property as market value and believe that a public <br />facility of this type will maintain the value of surrounding properties. The perimeter buffers <br />provided along' with a well designed building and landscape will visually enhance the <br />property. New sewer and gas service along the West side of the railroad track will benefit <br />surrounding neighborhoods and property owners." [Applicant's Statement) <br />Evidence in op osition: We have not identified any evidence offered in opposition to Finding <br />#3. <br />Finding #4: That the use or development conforms with the general plans for the physical <br />development of the Town as embodied in the Land Use Management Ordinance and in the <br />Comprehensive Plan. . <br />Evidence in support: Evidence in support of this finding includes the following point from. the <br />applicant's Statement of Justification. <br />"Orange County and the entire design team have worked diligently to develop a site and <br />building plan that minimizes disturbance to the site, embraces a style and palette of materials <br />that complement the site and that is appropriate, functional, and sustainable. This is <br />consistent with the Land Use Management Ordinance and Comprehensive Plan." <br />[Applicant's Statement) <br />
