72 <br /> • HPC and DEAPR staff work closely with Planning & Inspections staff and Environmental <br /> Health staff on permitting requirements for historic properties, as well as active <br /> coordination with AMS in the identification and protection of archaeological resources <br /> during County-initiated construction projects. <br /> • Established, in partnership with the Planning Department, a program called the "Quick <br /> Response Team"which provides a notification process that allows the HPC to document <br /> historic properties slated for demolition or practice burning. <br /> Objective CR-7: <br /> Encourage publication of material relating to the County's heritage. <br /> • The historic resources inventory update project started in 2014 is the first phase of a <br /> multi-year project to prepare the written text and generate the high quality photography <br /> needed for the planned publication/book documenting the county's historic resources. <br /> • Completed Design Standards for Orange County Local Landmarks and Local Historic <br /> Districts (adopted October 2010). <br /> Objective CR-10: <br /> Establish a dialogue with the other jurisdictions in and adjacent to Orange County to address <br /> cultural resources in areas with or without designated Historic Preservation/District <br /> Commissions. <br /> • The HPC and DEAPR staff collaborated with the Town of Hillsborough to develop a joint <br /> County/Town policy to better coordinate the mapping and sharing of information <br /> regarding cultural resources within the municipal limits of the Town. This policy was <br /> adopted by the BOCC in 2014. <br /> • The HPC chair and staff met with the Hillsborough Historic District Commission to invite <br /> Hillsborough to partner with the County in the project to produce a publication on the <br /> County's historic resources (2014). <br /> • The HPC continued work on the matter of handling the designation of Local Historic <br /> Landmarks within the boundaries of the Town's ETJ. To further this goal, DEAPR staff <br /> and Town planning staff will prepare a draft interlocal agreement that would extend the <br /> County's Local Landmark program into the Town of Hillsborough's ETJ. <br /> Identify any activities this commission expects to carry out in 2016 as they relate to <br /> established BOCC goals and priorities. If applicable, is there a fiscal impact (Le., <br /> funding, staff time, other resources) associated with these proposed activities. <br /> • The HPC will seek grant funds from private foundations to help complete the update of <br /> the county-wide historic resources inventory started in 2014. These funds are needed to <br /> allow the HPC to produce a comprehensive book/publication documenting the county's <br /> historic resources (Fiscal impact: HPC will request$10,000 in County funds to <br /> secure $25,000 in matching grants in 2016; HPC staff will provide project support) <br /> • The HPC will continue working with the Hillsborough Planning Staff and the County <br /> Attorney on an approach for the handling the further identification and protection of <br /> historic resources in the Town's extra-territorial jurisdiction (No fiscal impact) <br /> • The HPC will increase efforts to promote the Local Historic Landmark program to eligible <br /> property owners, working in cooperation with the Lands Legacy Program, to generate at <br /> least two new landmark applications per year(No fiscal impact—funding already <br /> budgeted for this in the Lands Legacy program funding) <br /> -4- <br />
