Additional uses should be explored and discussed to allow more <br /> options for residents to accommodate mentally or physically impaired <br /> individuals on their property. <br /> Staff Response: The proposed amendment is based on regulations contained <br /> in the North Carolina State Legislature's Session Law 2014-94. In order for the <br /> Unified Development Ordinance (UDO) to be consistent and meet regulations <br /> of the Session Law, the amendment is being proposed as presented. Though <br /> standards may appear limiting, the addition of temporary health care structure <br /> regulations by the State Legislature does help to provide residents with <br /> another option to address caregiving needs of mentally or physically impaired <br /> individuals. <br /> In addition to these standards relating to temporary health care structures, <br /> other options are currently provided in the UDO that may be viewed as less <br /> restrictive. Existing standards contained in the UDO allow for additional <br /> options in caring for mentally or physically impaired individuals on a temporary <br /> or permanent basis. One option includes efficiency apartments, also known as <br /> accessory dwelling units, which may be constructed as an additional dwelling <br /> unit, accessory to a single family residence. The UDO also allows for <br /> temporary mobile homes for custodial care purposes to be placed as an <br /> accessory dwelling unit to an existing single family residence. Both of these <br /> options would allow individuals to provide onsite care to impaired relatives. <br /> Standards outlined in the UDO provide for the creation of Family Care Homes <br /> and Group Care Facilities. The amendment is also proposing to allow up to <br /> five unrelated persons to live together in a dwelling unit. This would allow <br /> residents wanting to provide care to impaired individuals who are unrelated to <br /> do so. <br /> Existing options for residential caregiving and proposed standards related to <br /> temporary custodial care units can be reviewed in the summary chart on the <br /> next page. <br /> 3 <br />
