8 <br /> 1 Whereas, the Bill of Rights eventually protected every person of this state and nation from the <br /> 2 infringement of basic human and civil rights; and <br /> 3 <br /> 4 Whereas, the freedoms of speech and association and the right to due process and equal <br /> 5 protection of the law, as embodied in the Bill of Rights, are a model for democratic institutions <br /> 6 and laws all over the world; and <br /> 7 <br /> 8 Whereas, the people of North Carolina stood strong in withholding ratification of the Constitution <br /> 9 until the Bill of Rights was added to ensure their inalienable rights; and <br /> 10 <br /> 11 Whereas, the Orange County Board of Commissioners demonstrated its commitment to <br /> 12 "upholding the civil rights and civil liberties of all persons in Orange County and their free <br /> 13 exercise and enjoyment of any and all rights and privileges secured by our constitutions and <br /> 14 laws of the United States, the State of North Carolina, and Orange County," in a May 20, 2003 <br /> 15 approved resolution entitled "A Resolution Regarding the Protection of Civil Rights and Civil <br /> 16 Liberties"; and <br /> 17 <br /> 18 Whereas, the Orange County Board of Commissioners reaffirmed the protections of all its <br /> 19 residents by passing "A Resolution Opposing the Use of Local Law Enforcement to Enforce Civil <br /> 20 Immigration Law and Policy" on January 23, 2007; <br /> 21 <br /> 22 Now, Therefore Be It Resolved that we the Orange County Board of Commissioners do <br /> 23 hereby proclaim December 15, 2015 as "BILL OF RIGHTS DAY" in Orange County and <br /> 24 commend this observance to all people. <br /> 25 <br /> 26 This, the 7th day of December 2015. <br /> 27 <br /> 28 A motion was made by Commissioner Jacobs, seconded by Commissioner Dorosin for <br /> 29 the Board adopt the Proclamation regarding the Bill of Rights Day and authorize the Chair to <br /> 30 sign the Proclamation. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 d. Proclamation - Human Rights Day, Bill of Rights Day, and Human Rights Week <br /> 35 The Board considered adopting the Proclamation regarding Human Rights Day, Bill of <br /> 36 Rights Day and Human Rights Week and authorizing the Chair to sign the Proclamation. <br /> 37 Commissioner Jacobs read the proclamation: <br /> 38 <br /> 39 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 40 PROCLAMATION <br /> 41 <br /> 42 WHEREAS, on December 10, 1948, the member states of the United Nations signed the <br /> 43 Universal Declaration of Human Rights and countries of different political, economic and social <br /> 44 systems agreed on the fundamental rights that all people share solely on the basis of their <br /> 45 common humanity; and <br /> 46 <br /> 47 WHEREAS, Human Rights Day and Human Rights Week were adopted by the United Nations <br /> 48 in connection with the Universal Declaration of Human Rights; and <br /> 49 <br /> 50 WHEREAS, the Bill of Rights Day was first declared in 1941 by President Franklin Delano <br /> 51 Roosevelt to commemorate the 1791 Ratification of the Bill of Rights; and <br />
