2 <br />vendors were provided guidelines for the presentation and an evaluation format was developed. <br />(See Attachment II: Vendor Evaluation Guidelines.) <br />The finalist companies were: <br />The Archer Group <br />Condrey & Associates, Inc. <br />Evergreen Solutions <br />Springsted <br />The Management Task Team made a thorough evaluation of the vendor presentations and The <br />Archer Group was selected as being the best fit for the needs of the County. The scope of <br />service, the timeline for completing the work and implementing the results was consistent with <br />the County's requirements. The quoted fee for completion of the project was also within the <br />budget approved for this project. (See Attachment III: The Archer Group Contract.) <br />Following the selection of The Archer Group, five references were contacted and interviewed. <br />These references evaluated The Archer Group very highly, indicating that the firm had provided <br />a quality service and completed projects on time. <br />Next Steps: The project will be completed between November 2007 and July 2008 reflecting <br />the following schedule for completing the work. <br />Orientation Meetings <br />Gathering Data <br />Desk Audits/Interviews <br />Preparation of Job Class Descriptions <br />Labor Market and Benefits Surveys <br />Pay Plan Structure and Development <br />Development of Drafts Reports <br />Presentation to the Board <br />Proposed Pay Plan Implementation <br />November 2007 <br />November 2007 <br />March 2008 <br />March 2008 <br />March 2008 <br />March 2008 <br />May 2008 <br />June 2008 <br />July 2008 <br />FINANCIAL IMPACT: The contract with The Archer Group is within the FY2007-08 budget of <br />$100,000 to complete the Pay, Classification and Benefits Study. The contract with The Archer <br />Group is for $84,925 and is all-inclusive. There will be some staff time needed to provide <br />organizational data for the study and this will be completed by existing Personnel staff. <br />Employee time will also be required to complete questionnaires and to be interviewed by the <br />consultants. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the contract for <br />services and the fee schedule with The Archer Group to complete a Pay, Classification and <br />Benefits Study for Orange County, and authorize the Manager to sign the contract subject to <br />final review and approval by the County Attorney. <br />
