ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: October 23, 2007
Action Agenda
Item No. ~- -
SUBJECT: Amendment to Contract with Arcadia Health Services, Inc. to Provide In-Home
Aide Services to Eligible Adults
DEPARTMENT: Social Services
PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
Contract Amendment
INFORMATION CONTACT:
Nancy Coston, 245-2800
Denise Shaffer, 968-2000
PURPOSE: To amend the contract with Arcadia Health Services, Inc. for In-Home Aide
Services to eligible adults.
BACKGROUND: The Department of Social Services (DSS) is mandated to provide In-Home
Aide Services to older adults. In-Home Aide involves the provision of paraprofessional services
that assist functionally impaired older adults and/or their families with essential home
management and personal care and/or supervision to enable the older adult to remain at home
as long as possible. The Department contracts with six providers to perform In-Home Aide
Services for clients, and the Board of County Commissioners approved the original contract with
Arcadia Health Services, Inc. for $60,500 in June of 2007.
Social Services now estimates that $200,000 will be spent on in-home services provided by
Arcadia Health Services, Inc. during 2007-2008, and requests to amend the contract
accordingly. This equates to 13,888 hours of service at a rate of $14.40 per hour. The
contracts administered by Social Services are impacted by client choice, geographic location
and specific needs of elderly and disabled clients. This request reflects the current spending
pattern for in-home services. e
Arcadia Health Services, Inc., like most other providers, pays its employees between $7.50 and
$10.00 per hour. It also provides. employees with insurance coverage. As agreed when this
contract was originally approved, DSS will be studying all in-home providers to evaluate their
employees' pay and benefits prior to submission of next fiscal year's contracts.
