18 ELIlVIINATING OPPRESSION Actively seek and promote equal opportunities in all government/government- sponsored services for historically oppressed groups while working to eliminate discrimination against those groups through policies, regulations, programs and funding. DISCRIMINATION Promote policies, programs and regulations that reduce discrimination on the basis of race, color, national origin, sex, sexual orientation, gender identity; age, religion and disability. • Seek legislative authority to enforce employment discrimination laws in Orange County by drafting legislation and actively seeking a legislative sponsor for a statewide employment discrimination law. • Expand Orange County's Civil Rights Ordinance to include protection against discrimination on the basis of sexual orientation and gender identity. • Conduct a pay equity study to determine if Orange County provides equal pay for equal work considering education, experience and job responsibility. The study should include determinations of position classifications that have become genderized or racialized and have resulting pay inequities. • Increase the number of Orange County employees who are able to speak Spanish fluently by reviewing necessary policies that create barriers to hiring fluent Spanish speakers and are bi-cultural. • Ensure that potential Orange County employees hired for Spanish speaking ability are able to speak Spanish and to speak English adequately.. ..................... ......... ......................................... ......... ... .. ..... ........ .......
