18 <br />ELIlVIINATING OPPRESSION <br />Actively seek and promote equal opportunities in all government/government- <br />sponsored services for historically oppressed groups while working to eliminate <br />discrimination against those groups through policies, regulations, programs and <br />funding. <br />DISCRIMINATION <br />Promote policies, programs and regulations that reduce <br />discrimination on the basis of race, color, national origin, sex, <br />sexual orientation, gender identity; age, religion and <br />disability. <br />• Seek legislative authority to enforce employment discrimination laws in <br />Orange County by drafting legislation and actively seeking a legislative <br />sponsor for a statewide employment discrimination law. <br />• Expand Orange County's Civil Rights Ordinance to include protection against <br />discrimination on the basis of sexual orientation and gender identity. <br />• Conduct a pay equity study to determine if Orange County provides equal pay <br />for equal work considering education, experience and job responsibility. The <br />study should include determinations of position classifications that have <br />become genderized or racialized and have resulting pay inequities. <br />• Increase the number of Orange County employees who are able to speak <br />Spanish fluently by reviewing necessary policies that create barriers to hiring <br />fluent Spanish speakers and are bi-cultural. <br />• Ensure that potential Orange County employees hired for Spanish speaking <br />ability are able to speak Spanish and to speak English adequately.. <br />..................... ......... ......................................... ......... ... .. ..... ........ ....... <br />ORANGE COUNTYSOCIAL JUSTICE GOAL REPORT Page X l of 59 ;. <br />
