The final crafting of the goal incorporated public input, advisory board input and <br />review of related strategic plans and goals relating to other county agencies. <br />NIETHO®OLOGY <br />One important aspect of any movement for social justice is that the marginalized, <br />disenfranchised and oppressed are included in developing solutions to issues of <br />concern, for this reason the Human Relations Commission (HRC) and the Department of <br />Human Rights and Relations (the Department) deliberately sought input from Orange <br />County residents. The HRC decided to use three methods to solicit input from County <br />residents: 1) Direct solicitation, 2) Public listenings, and 3) Requesting input from other <br />County advisory boards and commissions. <br />The HRC developed an interactive method of soliciting community input directly <br />and named it The "Pennies in a Jar" Tool (Pennies Tool) [Appendix I]. This Pennies <br />Tool was developed to solicit input from County residents about how they would spend <br />$13 of their own tax dollars in furtherance of social justice. Social Justice was defined <br />as covering five (5) broad categories plus one "other" category to include: eliminating <br />oppression, civic participation, economic self-sufficiency, environmental justice and <br />physically and mentally safe communities. (Appendix II). HRC members brainstormed a <br />number of specific issues relating to each category. These issues were representative <br />of the concerns and issues in their own communities. Residents were asked to spend <br />their dollars in the five (5) categories. They were allowed to either use their dollars on <br />the broad category or allocate their dollars to a specific issue within the categories or <br />designate their own category or issue in the `other" jar.
