ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: October 23, 2007
Action Age ~a
Item No.
SUBJECT: Consideration of the DRAFT Social Justice Goal
DEPARTMENT: Human Rights and Relations PUBLIC HEARING: (YIN) No

ATTACHMENT(S):
Social Justice Goal Draft
(Under Separate Cover)
INFORMATION CONTACT:
Shoshannah Smith, 960-3877
PURPOSE: To receive the Orange County Human Relations Commission's recommendations
regarding a proposed Orange County Social Justice Goal.
BACKGROUND: The enclosed report responds to a February 2004 directive from the Orange
County Board of County Commissioners (BOCC). The BOCC requested that the Orange
County Human Relations Commission (HRC), through the Department of Human Rights and
Relations (HR&R), develop a social justice goal for Orange County for consideration by the
BOCC.
To accomplish the BOCC's directive, Professor John Calmore, an internationally acknowledged
expert in Social Justice Lawyering and Social Justice Practice, was contacted to provide insight
and guidance. Professor Calmore stressed the importance of ensuring that input is solicited and
received from the primary beneficiaries of any social justice goal.
In keeping with Professor Calmore's guidance, the HRC and staff solicited feedback from
diverse segments of the Orange County populace. The enclosed draft document was crafted
based upon input from Orange County residents, Orange County human services departments,
and Orange County citizen-advisory boards and commissions.
FINANCIAL IMPACT: Unknown.
RECOMMENDATION(S): The Manager recommends that the Board receive and review the
draft document and provide comments and further instructions to staff and the HRC.
