18 <br /> 1 Commissioner Jacobs suggested adding a paragraph at the top of the UAO about their <br /> 2 intention, as Bob Marotto eloquently said earlier. <br /> 3 Chair McKee said there were several changes made but the conversation got into the <br /> 4 weeds some tonight. He said he intended to vote against the UAO, based on the appeals panel <br /> 5 having two members from the ASAB; however, Commissioner Dorosin's proposed suggestion is <br /> 6 a good accommodation. Chair McKee said he did have a concern about the lack of an attorney <br /> 7 being present but he would be satisfied if it can be resolved with the proposed language from <br /> 8 the personnel ordinance. <br /> 9 Chair McKee said this document is very thin compared to the UDO. He said he would <br /> 10 like to see two citizens and one ASAB member on this appeal panel. <br /> 11 Commissioner Jacobs said if the composition of the appeals board is changed he <br /> 12 would like the ASAB member to be the Chair of the appeals board. <br /> 13 Chair McKee and Commissioner Dorosin agreed. <br /> 14 Commissioner Rich said she is fine with this compromise. <br /> 15 <br /> 16 A motion was made by Commissioner Dorosin, seconded by Commissioner Jacobs for <br /> 17 the Board to send the document back to include these additional changes (below) and to bring <br /> 18 back at their January 21, 2016 meeting. <br /> 19 <br /> 20 • The question about the attorneys <br /> 21 • Language about odor <br /> 22 • Barking <br /> 23 • Composition of the hearing panel: two non- board members, and one ASAB member <br /> 24 that would serve as Chair <br /> 25 • Add a purpose to the ordinance <br /> 26 <br /> 27 Annette Moore said there needs to be a pool of panel members from which to choose, <br /> 28 if the appeal board's composition is to be two to one. <br /> 29 Commissioner Rich asked if Animal Services would help the Board draft a "job <br /> 30 description"for potential non-ASAB members of the appeals board. <br /> 31 Annette Moore said yes. <br /> 32 Annette Moore said they will review the meeting and will ask for clarification if need be <br /> 33 copying the entire Board. <br /> 34 <br /> 35 VOTE: UNANIMOUS <br /> 36 <br /> 37 8. Reports <br /> 38 <br /> 39 a.
