INCENTIVES - COMMUNITY <br />DEVELOPMENTBLOCKGRANT <br />Match Requirements <br />Tier 2 and 3 counties must match the CDBG grant with local funds <br />on a 1:3 ratio. The 25 most economically distressed counties and <br />21 st Century Communities, are riot required to provide a match. <br />Eligible Applicants <br />All county or municipal governments in the state are eligible to <br />apply for CDBG funds, except those listed below. These entitlement <br />communities go directly to HUD for assistance because they are <br />larger urban communities: Asheville, Burlington, Chapel Hill, Charlotte, <br />Concord, Durham, Fayetteville, Gastonia, Greensboro, Greenville, <br />Hickory, High Point, Jacksonville, Kannapolis, Lenoir, Morganton, <br />Raleigh, Rocky Mount, Salisbury, Wilmington, and Winston- Salem. <br />Wake and Cumberland counties also are ineligible, except for the <br />towns of Holly Springs and Linden, which opted to participate in the <br />state's program instead of their county's program. <br />160-1 <br />North Carolina Department of Commerce Incentives 1 22 <br />
