ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 9, 2007 <br />Action Agenda <br />Item No. (p - h <br />SUBJECT: Animal Services Facility: Construction Manager at Risk Pre-Construction <br />Services Approval <br />DEPARTMENT: Purchasing PUBIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Pam Jones 919 245-2652 <br />PURPOSE: To consider approving Clancy &Theys Construction Company of Raleigh, NC as <br />the Construction Manager at Risk for the Animal Services Facility and authorizing a contract in <br />the amount of $30,000 for pre-construction services associated with the project. <br />BACKGROUND: The Animal Services Facility has been under design through the leadership <br />and guidance of aBoard-appointed planning committee for several months. The re-location of <br />the current facility is prompted by the University of North Carolina's desire to reclaim the <br />property upon which the current Shelter is situated for its Carolina North development. <br />As presented during the review of the facility plans in June 2007, staff solicited and interviewed <br />for Construction Manager at Risk Services over the summer for both the Animal Services Facilty <br />project and the 911 Center upfit. Three of the five responding firms were interviewed for the <br />work, with Clancy &Theys deemed to be the best fit for the Animal Services Facility project. <br />Among its long list of projects, Clancy &Theys completed a 16,000 square foot facility for the <br />SPCA of Wake County in March 2004. The facility is comparable both in size (Orange County's <br />facility is proposed at approximately 23,500 square feet) and program to that of Orange County. <br />Further, the firm has the resources and capacity necessary to carry out this project and is well- <br />versed in the CMAR project delivery method. <br />If appointed by the Board, Clancy &Theys would join the development and construction team <br />immediately and would provide pre-construction services in concert with the team during the <br />design development process. These services would be concentrated on interactive pricing and <br />budgeting exercises through the design development phase as well as the construction <br />document phase up to the issuance of a Guaranteed Maximum Price ("GMP"). A GMP <br />component of this contract will be presented to the Board for consideration upon finalization of <br />this work. <br />
