2
agreement with the County for extended use of the County's facility for the Hillsborough
Farmer's Market.
FINANCIAL IMPACT: The principal financial impact of this item relates to assisting with
mediation for the various parties and interests. Assuming an estimated cost of approximately
$75 per hour for mediation services potentially through the Dispute Settlement Center, and with
the County paying 50% of the costs for mediation for up to 10 hours of mediation preparation
and actual meeting time, the potential cost to the County would be up to $375.
RECOMMENDATION(S): The Manager recommends that the Board:
^ review and discuss the attached draft guidelines;
^ direct staff to share these draft guidelines with all the various interests, including the two
groups interested in maintaining the traditional Hillsborough farmer's market in the new
Public Market House, to gain their insight and perspective;
^ direct staff to extend in writing the County's offer to assist with mediation of the
differences between the various interests, with the County paying 50% of the costs for
mediation for up to 10 hours of mediation preparation and actual meeting time;
^ provide any input or direction to the Manager and Cooperative extension; and
^ request that all mediation efforts be completed by the end of the 2007 calendar year and
that a set of final draft guidelines be brought back to the Board at the first regular Board
meeting in 2008 for additional review and approval.
