Unified Development Ordinance Text Amendment— Public Hearing Process <br /> Revisions - Closure of Public Hearing and Action (No Additional Comments <br /> Accepted) <br /> The Board considered receiving the Planning Board recommendation, closing the <br /> public hearing, and making a decision on text amendments to the Unified Development <br /> Ordinance (UDO) initiated by the Planning Director to revise the existing public hearing <br /> process for UDO-, Comprehensive Plan, and Zoning Atlas-related items. <br /> Perdita Holtz, Orange County Planning Systems Coordinator, said they are here tonight <br /> to possibly adopt these text amendments. <br /> Perdita Holtz made the following PowerPoint presentation: <br /> Public Hearing Process <br /> Board of County Commissioners Meeting <br /> November 5, 2015 <br /> Item 5-e <br /> Recent History <br /> • Heard at September 8 Quarterly Public Hearing <br /> • Purpose: <br /> o To revise the current public hearing process for Comprehensive Plan, Unified <br /> Development Ordinance, and Zoning Atlas Amendments <br /> • Allow the public to make comments at the end of the legislative process. <br /> • No longer require only written comments after the public hearing. <br /> • Do not require a quorum of Planning Board members in order to hold a <br /> quarterly public hearing (but members expected to attend the hearings). <br /> • Streamline and speed up the review/decision process when possible. <br /> ➢ Have option to make a decision the night of the hearing on items <br /> with little controversy. <br /> Revisions Since Version Presented at Public Hearing <br /> • Retain newspaper legal advertisement for Special Use Permits <br /> • Increase notice distance requirements from 500 feet to 1,000 feet for all projects that <br /> require mailed notices <br /> o Mail notices via first class mail rather than certified mail to keep costs and staff <br /> time lower <br /> Planning Board Input on Quorum Requirement <br /> • Majority of Planning Board members felt that, while the Planning Board should be <br /> expected to attend the quarterly public hearings, a quorum of Planning Board members <br /> should not be necessary in order to hold a public hearing <br /> • Suggested addition of language to the Planning Board Policies and Procedures <br /> document to provide clarity for members regarding attendance <br /> Timeline Examples <br />
