Hammersley, County Manager <br /> FROM: Abigaile Pittman, Transportation/Land Use Planner <br /> Craig Benedict, Planning Director <br /> CC: OUTBoard <br /> DATE: November 18, 2015 <br /> SUBJECT: INFORMATION ITEM – Mebane Comprehensive Transportation Plan <br /> Project Including the Mattress Factory Road Interchange <br /> On November 5t" the City of Mebane released a Request for Proposals (RFP) to <br /> engage a qualified private engineering and design firm or team for transportation <br /> planning services for a Comprehensive Transportation Plan (CTP). The project scope of <br /> services includes developing a comprehensive program of transportation improvements <br /> over a 10 to 20 period, including facilities, recommendations, and alternatives for the <br /> Mebane transportation system. Included in the scope of the project is the Mattress <br /> Factory Road interchange, located both in Orange County's and Mebane's jurisdictions. <br /> In November 2012 an Interchange Analysis and Corridor Study was completed for <br /> Mattress Factory Road. The report was a preliminary feasibility study to determine the <br /> effects of a potential interchange on the roadway network immediately surrounding the <br /> interchange. The scope of the study provided a conceptual interchange design, which <br /> included roadway configuration and potential right-of-way needs. Orange County staff <br /> has had concerns about the impact of the conceptual connections to the County's <br /> economic development area to the east, and has been suggesting that this design be <br /> re-visited. <br /> Inclusion of the Mattress Factory Road interchange in this current project evolved in part <br /> from joint discussions earlier this year. In June, Planning staff met with City of Mebane <br /> staff to review Orange County's interest in working with Mebane to identify and protect <br /> future interchange access from Mattress Factory Road.
