5 <br /> There will be a gated access off of the cul-de-sac for those property owners to the north <br /> who desire to continue to use this as their access. This area can also be utilized for <br /> emergency vehicle access if necessary. <br /> Staff has determined that the proposed roadway construction and layout is consistent with <br /> the requirements of the UDO. Staff and NCDOT have also determined that the limited <br /> access to Erwin Road and the properties to the north are sufficient for services and <br /> emergency services. <br /> Utilities —Water and Sewer: The applicant is proposing to serve the project with individual wells <br /> and septic systems developed on each lot. The Plan Sheet C-6 in Attachment 8 denotes <br /> anticipated locations for well and septic sites for the lots. <br /> STAFF COMMENT. Orange County Environmental Health has indicated that they do <br /> did not foresee any potential problems with the proposed layout with respect to finding <br /> suitable soils to support septic tank development. For more information please refer <br /> to Attachment 3. <br /> Stormwater Drainage: Drainage will be engineered according to Best Management Practices <br /> (BMP) at the time of permit application for construction and will be handled through a curb and <br /> gutter system located within the proposed road rights-of-way. The property is subject to adopted <br /> stormwater management guidelines. <br /> The Preliminary Plat provides an assessment demonstrating the project will comply with <br /> established standards. <br /> STAFF COMMENT. The applicant has submitted a preliminary stormwater analysis <br /> for staff review and comment. Stormwater and Erosion Control permits(s) will be <br /> required and submitted for this project prior to land disturbing activity. <br /> Open Space: Open space for the project is broken down on Sheet C.1 in Attachment 8 of the <br /> submittal as follows: <br /> • Primary Open Space (i.e. wetlands, streams, floodplains, slopes greater than 25%, natural <br /> areas/wildlife corridors, etc.)—4.02 acres (175,111 square feet). <br /> • Secondary Open Space (i.e. Open space access, woodlands, slopes between 15% and 25%, <br /> scenic views, etc.)— 17.49 acres ( 761,864 square feet)further broken down as: <br /> o Perimeter Buffer(100 feet in width): 12.61 acres <br /> o Woodlands/fields: 4.8 acres <br /> The total area reserved as common open space is approximately 21.5 acres (44.9% of the site) <br /> composed of fields and forested areas with existing, mature, vegetation and trees with an <br /> approximate height of between 50 to 80 feet. All 19 lots are adjacent, and have access to, primary <br /> and/or secondary open space areas. Access to open space areas is also via the proposed five foot <br /> (5)wide concrete sidewalk running throughout the project. <br /> STAFF COMMENT. Staff has determined the proposed open space meets the <br /> requirements of the UDO. Note: the applicant has also provided details regarding a <br /> gazeebo amenity within the active open space area along the pond. <br /> Land Use Buffer: The Preliminary Plat indicates there will be a 30-foot Type "B" land use buffer <br /> along Erwin Road and Whitfield Road. The buffers are comprised of existing, dense, vegetation <br /> composed of existing, mature, shrubs and trees with an approximate height of between 50 to 70 feet. <br />
