4 <br /> Subdivision Type Number of Average Lot Area in Open Space Open Space <br /> Lots Size Percentage <br /> Flexible Development 19 1.22 acres 21.5 acres 44.9% <br /> Plan <br /> The lots within the subdivision range in size from 1.0 acre (smallest)to 1.68 acres (largest) in area. <br /> Staff has determined the Preliminary Plat application is consistent with the Concept Plan approved <br /> by the Planning Board at its June 3, 2015 regular meeting. Please refer to Attachment 4 for the <br /> minutes from this meeting. <br /> STAFF COMMENT. The proposal is in accordance with the anticipated densities and <br /> minimum lots sizes for parcels located within: <br /> • The Rural Buffer land use category as defined within the adopted Comprehensive <br /> Plan, <br /> • Rural Designated areas of the County as denoted on the Growth Management <br /> Systems Map, and <br /> • The Rural Buffer— Rural Residential Area land use category as defined within the <br /> Joint Planning Land Use Plan. <br /> It should be remembered the clustering of lots is permitted in accordance with the <br /> provisions of the UDO as well as in Section 6, Future Land Use — Joint Planning Area <br /> of the Joint Planning Land Use Plan, which can be viewed utilizing the following link: <br /> hp://oranecountync. ov/planning/documents/JPALUP ocument.pdf <br /> Roads: The proposal involves the creation of three (3) new public roads (to be named "Martin <br /> Madden Way, Henderson Woods Lane and Shakori Trail") to service the subdivision. Each public <br /> road will constructed to NC Department of Transportation (DOT) standards. A five-foot (5) wide <br /> concrete sidewalk shall be constructed within and outside of identified road rights-of-way. <br /> Specifically, the proposal calls for <br /> • A single access road to be name Henderson Woods Lane will serve as the subdivision's main <br /> vehicular ingress/egress via Whitfield Road. <br /> • Construction of two cul-de-sac roadways to be named "Martin Madden Way and Shakori <br /> Trail" will also be constructed within fifty-foot rights-of-way with 27-foot back-to back cross <br /> sections. <br /> The Preliminary Plat indicates there will be two 20-foot wide shared driveway/truck turn areas <br /> within each cul-de-sac to accommodate the turn radius of larger vehicles. These dimensions <br /> comply with NCDOT and Orange County Solid Waste Management standards for residential <br /> subdivisions. <br /> STAFF COMMENT. As previously indicated there is an existing private road running <br /> through the property called Shakori Trail serving existing properties to the north of the <br /> subdivision. <br /> A portion of this existing right-of-way will be converted into a public street terminating in a <br /> cul-de-sac along the eastern property. <br />
