3 <br /> Development Process, Schedule, and Action: The typical cadence for the review of a major <br /> subdivision is as follows: <br /> • FIRST ACTION — Submission of a concept plan application containing a proposed <br /> layout for the project based on a `conventional' and `flexible' development option. <br /> STAFF COMMENT: A completed application was received on February 20, <br /> 2015. <br /> • SECOND ACTION — Planning staff schedules a Neighborhood Information Meeting <br /> to invite property owners within 500 feet of the subject property to view the proposal. <br /> STAFF COMMENT: Staff held the required meeting on April 7, 2015. Please <br /> refer to Attachment 4 for notes from this meeting. <br /> • THIRD ACTION — The Planning Board shall review and make a recommendation on <br /> the Concept Plan Application making a decision on whether the proposed <br /> development should proceed as a `conventional' or `flexible' development. <br /> STAFF COMMENT. At its June 3, 2015 regular meeting the Board voted <br /> unanimously to approve the flexible development option for Henderson Woods. <br /> Agenda materials for this meeting can be viewed utilizing the following link- <br /> http://www.orangecountync.gov/PB Agenda Packet June 2015.pdf. An <br /> excerpt of the minutes from the meeting is contained within Attachment 5. <br /> • FOURTH ACTION — Once a concept plan option is approved, the Planning Board <br /> reviews and makes a recommendation on the approval of the Preliminary Plat for <br /> the project. <br /> STAFF COMMENT. The Planning Board reviewed the Preliminary Plat <br /> application at its October 7, 2015 regular meeting and voted unanimously to <br /> recommend approval. <br /> Agenda materials for this meeting can be viewed utilizing the following link- <br /> http://www.orangecountync.gov/Full Agenda Packet PB 10 7 15.pdf. An <br /> excerpt of the minutes from the meeting is contained within Attachment 6. <br /> • FIFTH ACTION — The BOCC reviews and takes action on the Preliminary Plat <br /> application. <br /> STAFF COMMENT. The BOCC is scheduled to begin review of this proposal at <br /> its December 7, 2015 regular meeting. <br /> • SIXTH ACTION — If approved, and once all construction activities have been <br /> completed or appropriate financial assurances have been approved, staff will sign <br /> off on a Final Plat, which will be recorded in the Orange County Registrar of Deeds <br /> Office. <br /> Proposal: The petitioner has submitted a Major Subdivision Preliminary Plat application proposing to <br /> develop a conservation cluster flexible development subdivision with 19 single-family residential lots <br /> with an overall density of 1 dwelling unit per every 2.52 acres of land area.
