5 <br /> 1 The NCDOT CTP FY 2017 grant requires a 15% local match ($25,015) for <br /> 2 administrative expenses and a 10% local match ($31,678) for capital expenses for a total of <br /> 3 $56,693. As a comparison, the total CTP grant amount requested for FY 2016 was $166,765 <br /> 4 for administrative expenses ($25,015 local match) and $232,286 for capital expenses ($23,229 <br /> 5 local match) for a total of$48,244 local match, an increase of$84,496 in total expenses <br /> 6 ($8,449 local match) from FY 2016 to FY 2017. The indicated local match amounts will be <br /> 7 requested in the upcoming FY 2017 budget cycle and must be committed from Orange <br /> 8 County's budget for the performance period of July 1, 2016, through June 30, 2017 (FY 2017), <br /> 9 as indicated in the attached Local Share Certification for Funding form (Attachment 4). This will <br /> 10 require Orange County to obligate funding in its next budget cycle for these expenses. A total of <br /> 11 $56,693 would come from the County's general operating budget. This is not expanding any <br /> 12 services only to maintain rural services; therefore no OCBRIP funds will be used. <br /> 13 He said this was an extended public hearing, and to date no further written comments <br /> 14 have been received. He said at the Commissioners' places is a multi-year history sheet. He <br /> 15 said the grant amount has been the same since 2012, with the exception of a $20,000 reduction <br /> 16 in Orange County, due to the census. <br /> 17 <br /> 18 A motion was made by Commissioner Pelissier, seconded by Commissioner Price to <br /> 19 close the public hearing and to approve the Community Transportation Program Grant <br /> 20 application for FY 2017 in the total amount of$483,547 with a local match total of$56,693 to be <br /> 21 provided when necessary, approve and authorize the Chair to sign the Community <br /> 22 Transportation Program Resolution and the Local Share Certification for Funding form <br /> 23 (Attachments 1 and 4), and authorize the Chair and the County Attorney to review and sign the <br /> 24 annual Certifications and Assurances document in Attachment 2. <br /> 25 <br /> 26 VOTE: UNANIMOUS <br /> 27 <br /> 28 b. Unified Development Ordinance Text Amendment— Recreational Land Uses — <br /> 29 Extension of Public Hearing <br /> 30 The Board considered continuing the public hearing on Planning Director initiated <br /> 31 Unified Development Ordinance (UDO) text amendments to revise existing regulations <br /> 32 governing the development and use of recreational land uses and defer the hearing by <br /> 33 adjourning it to December 7, 2015. <br /> 34 Michael Harvery, Orange County Planner III, reviewed the following information: <br /> 35 This item was presented at the September 8, 2015 Quarterly Public Hearing. As <br /> 36 articulated during the hearing, staff and the County Attorney's office have determined existing <br /> 37 definitions and classification methodology for recreation land uses are inappropriate. Staff <br /> 38 proposed new definitions, as well as new development standards, for recreational land uses. <br /> 39 The public hearing was adjourned to the November 5, 2015 BOCC meeting in order to receive <br /> 40 the Planning Board recommendation. <br /> 41 This item was presented at the October 7, 2015 Planning Board meeting where <br /> 42 members requested additional modifications and information on potential impacts of proposed <br /> 43 regulations. <br /> 44 Michael Harvery said a revised abstract has been given to the Board and asked the <br /> 45 Board of County Commissioners (BOCC) to extend and adjourn the hearing until the January <br /> 46 21, 2016 regular meeting. <br /> 47 Commissioner Dorosin asked if the item is still open for comments. <br /> 48 Michael Harvey said no further public comments are allowed, but written comments can <br /> 49 be made to the Planning Board only. <br />
