10 <br /> 1 (UDO) initiated by the Planning Director to revise the existing public hearing process for UDO-, <br /> 2 Comprehensive Plan, and Zoning Atlas-related items. <br /> 3 Perdita Holtz, Orange County Planning Systems Coordinator, said they are here tonight <br /> 4 to possibly adopt these text amendments. <br /> 5 Perdita Holtz made the following PowerPoint presentation: <br /> 6 <br /> 7 Public Hearing Process <br /> 8 Board of County Commissioners Meeting <br /> 9 November 5, 2015 <br /> 10 Item 5-e <br /> 11 <br /> 12 Recent History <br /> 13 • Heard at September 8 Quarterly Public Hearing <br /> 14 • Purpose: <br /> 15 o To revise the current public hearing process for Comprehensive Plan, Unified <br /> 16 Development Ordinance, and Zoning Atlas Amendments <br /> 17 ■ Allow the public to make comments at the end of the legislative process. <br /> 18 ■ No longer require only written comments after the public hearing. <br /> 19 ■ Do not require a quorum of Planning Board members in order to hold a <br /> 20 quarterly public hearing (but members expected to attend the hearings). <br /> 21 ■ Streamline and speed up the review/decision process when possible. <br /> 22 ➢ Have option to make a decision the night of the hearing on items <br /> 23 with little controversy. <br /> 24 <br /> 25 Revisions Since Version Presented at Public Hearing <br /> 26 • Retain newspaper legal advertisement for Special Use Permits <br /> 27 • Increase notice distance requirements from 500 feet to 1,000 feet for all projects that <br /> 28 require mailed notices <br /> 29 o Mail notices via first class mail rather than certified mail to keep costs and staff <br /> 30 time lower <br /> 31 <br /> 32 Planning Board Input on Quorum Requirement <br /> 33 • Majority of Planning Board members felt that, while the Planning Board should be <br /> 34 expected to attend the quarterly public hearings, a quorum of Planning Board members <br /> 35 should not be necessary in order to hold a public hearing <br /> 36 • Suggested addition of language to the Planning Board Policies and Procedures <br /> 37 document to provide clarity for members regarding attendance <br /> 38 <br /> 39 Timeline Examples <br /> 40 • Process for legislative items could be streamlined down to as little as 8 weeks from <br /> 41 application deadlines if revised process is adopted <br /> 42 • Process for quasi-judicial items could be streamlined down to as little as 10 weeks from <br /> 43 application deadlines <br /> 44 • Ability to have additional review time when warranted is retained in the proposed <br /> 45 processes <br /> 46 <br /> 47 Planning Board Recommendation <br /> 48 • Adopted Statement of Consistency (9-2 vote) <br /> 49 • Recommended approval of proposed amendment package (9-2 vote) <br />
