He asked for clarification if the Board wants to pursue <br /> the option of co-locating the law enforcement at the jail site. <br /> Commissioner Jacobs said yes, as long as both capital and operational costs are <br /> brought back to the Board. <br /> Bonnie Hammersley said this would be done. <br /> 9. County Manager's Report <br /> Bonnie Hammersley said her office is working on doing a better job of providing <br /> information related to petitions. She referred to Commissioner Jacobs' petition regarding tax <br /> equity and financing in local government projects. She said a professor at the University of <br /> North Carolina's School of Government (UNCSOG) was consulted who agreed to conduct a <br /> study. She said an inter-jurisdiction team was created to participate in scope development and <br /> facilitate access to information in order to complete the study. She said unfortunately the <br /> professor had to take a leave for personal reasons and thus the study has been delayed until <br /> the spring. <br /> Bonnie Hammersley said it has been typical practice to not inform the BOCC until <br /> petitions were complete, but she said her office is now attempting to give updates throughout <br /> the process. <br /> 10. County Attorney's Report <br /> John Roberts reminded the Board that next week the UNCSOG is hosting a 2-day <br /> webinar on legislative updates. <br /> 11. Appointments <br /> a.
