Paul Laughton said the total debt for the water and sewer was 20 years, so there is <br /> seventeen years to go. <br /> Commissioner Pelissier said the 60 percent would stay since there is debt already for <br /> the water and sewer in Buckhorn. <br /> Paul Laughton said this is included in the CIP for debt service for water and sewer. <br /> Commissioner Dorosin asked if it would be possible to change the percentages in the <br /> future. <br /> John Roberts said the allocation of the funds is at the discretion of the Board of County <br /> Commissioners. <br /> Commissioner Rich asked if$40,000 is really being spent on marketing, collaborative <br /> outreach, collateral materials, and advertising. <br /> Steve Brantley said quite a bit has been spent, but some funding remains. <br /> Steve Brantley said he can only show properties to potential industrial/commercial/retail <br /> prospects in the EDDs that have existing utilities, or where it can be installed in a timely <br /> manner. <br /> Commissioner Jacobs referred to slide 18, and asked if the Orange Alamance Water <br /> System ever adopted a master plan. <br /> Craig Benedict said no. <br /> Commissioner Jacobs said it would be nice to explain the relationship between Orange <br /> County and the Orange Alamance Water System to newer Board members. <br /> Commissioner Jacobs said what is being done to serve the Efland Small Area Plan. <br /> Craig Benedict referred to the Efland/Buckhorn/Mebane Capital Projects map on slide <br /> 18 and explained that Orange County passed an overlay district that allows some conversion <br /> to small business along the route 70 corridor. He added that a recent amendment to allow a <br /> village overlay is also included in this area. He said the sewer in this area allows for good <br /> coverage, giving businesses the opportunity to tie in to the gravity system. He said interest in <br /> this area is growing thanks to the available sewer system. <br /> Commissioner Jacobs asked Steve Brantley if there is an update about the area west <br /> of Efland, going towards Mebane on route 70. <br /> Steve Brantley said Economic Development and Planning are working closely together <br /> in this area. <br /> Chair McKee said there has been some discussion in Efland about possible <br /> development, and asked if anything has been formally proposed. <br /> Craig Benedict said there are just conversations at this point. <br /> Chair McKee said he has heard some chatter about Efland being incorporated, and if <br /> so, would Efland have autonomy. <br /> John Roberts said if Efland does incorporate, it would have a designated territorial <br /> jurisdiction; in which County ordinances would not apply, unless Efland elected for them to do <br /> so. <br /> Commissioner Dorosin asked if area D on the map has public water and sewer. <br /> Craig Benedict said it has some public water and sewer, but some areas are difficult to <br /> sewer. He said some lots have septic systems, and some lots are not developed. <br /> Commissioner Jacobs referred to the neighborhood north of Efland, called Perry Hill. <br /> He said this area is not included in any small area plans and is overlooked. He said this area <br /> is in Orange County, and he suggested talking to Mebane about serving this area with water <br /> and sewer. <br /> Commissioner Rich said she would like information on the Orange Alamance Water <br /> System and the rates they charge. <br />
