7 <br /> 1 John Roberts said the allocation of the funds is at the discretion of the Board of County <br /> 2 Commissioners. <br /> 3 Commissioner Rich asked if$40,000 is really being spent on marketing, collaborative <br /> 4 outreach, collateral materials, and advertising. <br /> 5 Steve Brantley said quite a bit has been spent, but some funding remains. <br /> 6 Steve Brantley said he can only show properties to potential industrial/commercial/retail <br /> 7 prospects in the EDDs that have existing utilities, or where it can be installed in a timely <br /> 8 manner. <br /> 9 Commissioner Jacobs referred to slide 18, and asked if the Orange Alamance Water <br /> 10 System ever adopted a master plan. <br /> 11 Craig Benedict said no. <br /> 12 Commissioner Jacobs said it would be nice to explain the relationship between Orange <br /> 13 County and the Orange Alamance Water System to newer Board members. <br /> 14 Commissioner Jacobs said what is being done to serve the Efland Small Area Plan. <br /> 15 Craig Benedict referred to the Efland/Buckhorn/Mebane Capital Projects map on slide <br /> 16 18 and explained that Orange County passed an overlay district that allows some conversion to <br /> 17 small business along the route 70 corridor. He added that a recent amendment to allow a <br /> 18 village overlay is also included in this area. He said the sewer in this area allows for good <br /> 19 coverage, giving businesses the opportunity to tie in to the gravity system. He said interest in <br /> 20 this area is growing thanks to the available sewer system. <br /> 21 Commissioner Jacobs asked Steve Brantley if there is an update about the area west of <br /> 22 Efland, going towards Mebane on route 70. <br /> 23 Steve Brantley said Economic Development and Planning are working closely together <br /> 24 in this area. <br /> 25 Chair McKee said there has been some discussion in Efland about possible <br /> 26 development, and asked if anything has been formally proposed. <br /> 27 Craig Benedict said there are just conversations at this point. <br /> 28 Chair McKee said he has heard some chatter about Efland being incorporated, and if <br /> 29 so, would Efland have autonomy. <br /> 30 John Roberts said if Efland does incorporate, it would have a designated territorial <br /> 31 jurisdiction; in which County ordinances would not apply, unless Efland elected for them to do <br /> 32 so. <br /> 33 Commissioner Dorosin asked if area D on the map has public water and sewer. <br /> 34 Craig Benedict said it has some public water and sewer, but some areas are difficult to <br /> 35 sewer. He said some lots have septic systems, and some lots are not developed. <br /> 36 Commissioner Jacobs referred to the neighborhood north of Efland, called Perry Hill. <br /> 37 He said this area is not included in any small area plans and is overlooked. He said this area is <br /> 38 in Orange County, and he suggested talking to Mebane about serving this area with water and <br /> 39 sewer. <br /> 40 Commissioner Rich said she would like information on the Orange Alamance Water <br /> 41 System and the rates they charge. <br /> 42 <br /> 43 Discussion and questions about the EDDs <br /> 44 Eno EDD (slide 19): <br /> 45 Craig Benedict said development interest in this area is growing. He said there are a lot <br /> 46 of mobile home parks in this area. <br /> 47 Commissioner Price said this area has been scheduled for development for decades <br /> 48 and asked what will happen if Durham says no. <br />
