He said the pie charts, and <br /> 29 the recommended percentages, were published and promoted by the County. <br /> 30 Commissioner Jacobs asked if the public voted on the percentages or just the <br /> 31 categories. <br /> 32 Steve Brantley said these were the recommended uses of the funds promoted by the <br /> 33 County at the time of the vote, so it would be the public's expectation that the funds would be <br /> 34 allocated accordingly. <br /> 35 Commissioner Jacobs asked if this was formally adopted in 2012. <br /> 36 Steve Brantley said in December 2011. <br /> 37 Commissioner Jacobs said this was to be a 10-year plan. He added that at the time, the <br /> 38 biggest point was to allocate the 60 percent, and the other percentages were less driving <br /> 39 forces. <br /> 40 Commissioner Pelissier said the 60 percent was crucial, because water and sewer in the <br /> 41 Economic Development Districts (EDDS) was expensive. <br /> 42 Commissioner Pelissier asked if there is a remaining total left on the debt for the water <br /> 43 and sewer infrastructure. <br /> 44 Paul Laughton said the total debt for the water and sewer was 20 years, so there is <br /> 45 seventeen years to go. <br /> 46 Commissioner Pelissier said the 60 percent would stay since there is debt already for <br /> 47 the water and sewer in Buckhorn. <br /> 48 Paul Laughton said this is included in the CIP for debt service for water and sewer. <br /> 49 Commissioner Dorosin asked if it would be possible to change the percentages in the <br /> 50 future. <br />
