He added that Orange County is growing; and therefore, expansion must be <br /> 2 considered to some extent. <br /> 3 Commissioner Pelissier asked if Moseley architects receive feedback regarding previous <br /> 4 jail designs, and if plans are modified as a result of these "lessons learned". <br /> 5 Dan Mace said absolutely. <br /> 6 Commissioner Jacobs asked if the underlining data for projections on inmate population <br /> 7 has been shared with the BOCC; and if not, the Commissioners should receive this information. <br /> 8 Sheriff Blackwood said he agreed. <br /> 9 Bonnie Hammersley said this information would be shared with the Board prior to the <br /> 10 next presentation. <br /> 11 Commissioner Price asked if there is a plan for a natural disaster given that the design <br /> 12 does not include a basement. <br /> 13 Dan Mace said this would probably be the safest building in the County, and staff is <br /> 14 trained for these types of disasters. <br /> 15 Chair McKee referred to the vacated jail site and said he sees this site being very well <br /> 16 located for use by the justice community and in support of the courts. He said he would not <br /> 17 want to see this building taken down. <br /> 18 Chair McKee said he was glad to see the co-location of the law enforcement and <br /> 19 detention facility included. He asked if the law enforcement center would be a separate building <br /> 20 or attached to the jail. <br /> 21 Dan Mace said the current plan would be for it to be an attached facility. He said the <br /> 22 current law enforcement needs are estimated at 20,000 square feet. <br /> 23 Chair McKee asked if this co-location would free up space in the bottom of the Justice <br /> 24 Facility currently occupied by Sheriff's offices. <br /> 25 Jeff Thompson said yes. <br /> 26 Chair McKee asked if it could also accommodate a holding facility. <br /> 27 Sheriff Blackwood said this issue would arise with either option of co-locating or non-co- <br /> 28 locating. <br /> 29 Judge Buckner said he is such a small part of this planning process and the heavily <br /> 30 used magistrate space is his main concern. He said efficiency is always a goal. He said there <br /> 31 are opportunities with co-location and a hearing room. He said the need for programming <br /> 32 during incarceration is essential and is excited about the options afforded with the new designs. <br /> 33 He said he is open minded to all possibilities and has a great deal of information and ideas from <br /> 34 his peers in the justice community around the State. <br /> 35 Chair McKee asked if Bonnie Hammersley could include the information from the courts <br /> 36 with future updates to the Board of County Commissioners. <br /> 37 Jeff Thompson said at the November meeting the process would be ready to move <br /> 38 forward into the developmental design. County Manager's Report <br /> 45 Bonnie Hammersley said her office is working on doing a better job of providing <br /> 46 information related to petitions. She referred to Commissioner Jacobs' petition regarding tax <br /> 47 equity and financing in local government projects. She said a professor at the University of <br /> 48 North Carolina's School of Government (UNCSOG) was consulted who agreed to conduct a <br /> 49 study. She said an inter-jurisdiction team was created to participate in scope development and <br /> 50 facilitate access to information in order to complete the study. She said unfortunately the <br />
