12 <br /> 1 said it might be a good time to make a decision as to how transportation should be structured. <br /> 2 He said he interpreted the study to say that this system has matured enough to be a stand- <br /> 3 alone department. <br /> 4 Commissioner Pelissier agreed with Commissioner Jacobs and she read the report to <br /> 5 say that there is an adolescent transportation department that needs to grow up. She said <br /> 6 since transportation has to interface with so many departments, it would be easier for it to be a <br /> 7 stand-alone entity. <br /> 8 Commissioner Dorosin asked if the Manager had any thoughts. <br /> 9 Bonnie Hammersley said the discussions with Mebane are ongoing. She said in <br /> 10 regards to silos, talks continue with Go Triangle regarding fare boxes; and she continues to talk <br /> 11 with Chapel Hill as well. She said there are areas for collaboration as opposed to merger that <br /> 12 are being worked on. She said staff is using the report before the Board as a baseline. <br /> 13 Bonnie Hammersley agreed that transportation is a system that could potentially stand <br /> 14 on its own. She said the Planning Department has done a wonderful job at overseeing <br /> 15 transportation, but Planning is regulatory and OPT is customer service. <br /> 16 Bonnie Hammersley said one of the Human Services team's functions is to look at the <br /> 17 unmet transportation needs. <br /> 18 Bonnie Hammersley said organizational changes could move forward during the budget <br /> 19 of 2016-17. She said the vacant planning position might be addressed prior to the budget <br /> 20 process. <br /> 21 <br /> 22 b.
