4 1 Whereas, OCIM volunteers, staff, town and county governments contribute greatly to the 2 success of its programs; 3 4 NOW, THEREFORE, we, the Orange County Board of Commissioners, do proclaim November 5 2015 to be OCIM Month and urge all community members to engage with those in need 6 through cheerful giving. 7 8 This the 20th day of October 2015. 9 10 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to 11 approve the proclamation recognizing November 2015 as Orange Congregations in Mission 12 (OCIM) Month in Orange County and authorize the Chair to sign the proclamation. 13 14 VOTE: UNANIMOUS 15 16 5. Public Hearings 17 18 a. North Carolina Community Transportation Program Administrative and Capital 19 Grant Applications FY 2017 20 The Board considered: 21 1. Conducting a public hearing to receive public comments on the proposed grant application; 22 2. Closing the public hearing; 23 3. Approving the Community Transportation Program Grant application for FY 2017 in the total 24 amount of$483,547 with a local match total of$56,693 to be provided when necessary; 25 4. Approving and authorizing the Chair to sign the Community Transportation Program 26 Resolution and the Local Share Certification for Funding form; and 27 5. Authorizing the Chair and the County Attorney to review. 28 29 Peter Murphy, Orange County Transportation Administrator, said this is a request for a 30 grant application for a Community Transportation Grant for both capital and administrative 31 funding. He said these funds would cover salaries for administrative staff, as well as some 32 items such as public utilities. He said the capital funds would go towards the purchase of new 33 buses. He said the Board had the appropriate paperwork before it showing that all procedural 34 steps were properly completed. He reviewed the recommendations before the Board. 35 Commissioner Price referred to Attachment 3 where it says that written comments can 36 be submitted up to November 2nd 37 John Roberts said the public hearing will be closed, and he is not sure why the 38 attachment says otherwise. 39 Peter Murphy said there is no requirement to keep the hearing open. 40 John Roberts said if the Board of County Commissioners wanted to keep the hearing 41 open until November 5th, in order to accept any written comments, it could do so. 42 Chair McKee asked the Board if it wished to close the hearing. 43 44 A motion was made by Commissioner Jacobs, seconded by Commissioner Dorosin to 45 keep the Public Hearing open until November 5th 46 47 VOTE: UNANIMOUS 48 49 Commissioner Dorosin asked if there is any change in the administrative expenses 50 under the grant.
