4 <br /> 1 Whereas, OCIM volunteers, staff, town and county governments contribute greatly to the <br /> 2 success of its programs; <br /> 3 <br /> 4 NOW, THEREFORE, we, the Orange County Board of Commissioners, do proclaim November <br /> 5 2015 to be OCIM Month and urge all community members to engage with those in need <br /> 6 through cheerful giving. <br /> 7 <br /> 8 This the 20th day of October 2015. <br /> 9 <br /> 10 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 11 approve the proclamation recognizing November 2015 as Orange Congregations in Mission <br /> 12 (OCIM) Month in Orange County and authorize the Chair to sign the proclamation. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 5. Public Hearings <br /> 17 <br /> 18 a. North Carolina Community Transportation Program Administrative and Capital <br /> 19 Grant Applications FY 2017 <br /> 20 The Board considered: <br /> 21 1. Conducting a public hearing to receive public comments on the proposed grant application; <br /> 22 2. Closing the public hearing; <br /> 23 3. Approving the Community Transportation Program Grant application for FY 2017 in the total <br /> 24 amount of$483,547 with a local match total of$56,693 to be provided when necessary; <br /> 25 4. Approving and authorizing the Chair to sign the Community Transportation Program <br /> 26 Resolution and the Local Share Certification for Funding form; and <br /> 27 5. Authorizing the Chair and the County Attorney to review. <br /> 28 <br /> 29 Peter Murphy, Orange County Transportation Administrator, said this is a request for a <br /> 30 grant application for a Community Transportation Grant for both capital and administrative <br /> 31 funding. He said these funds would cover salaries for administrative staff, as well as some <br /> 32 items such as public utilities. He said the capital funds would go towards the purchase of new <br /> 33 buses. He said the Board had the appropriate paperwork before it showing that all procedural <br /> 34 steps were properly completed. He reviewed the recommendations before the Board. <br /> 35 Commissioner Price referred to Attachment 3 where it says that written comments can <br /> 36 be submitted up to November 2nd <br /> 37 John Roberts said the public hearing will be closed, and he is not sure why the <br /> 38 attachment says otherwise. <br /> 39 Peter Murphy said there is no requirement to keep the hearing open. <br /> 40 John Roberts said if the Board of County Commissioners wanted to keep the hearing <br /> 41 open until November 5th, in order to accept any written comments, it could do so. <br /> 42 Chair McKee asked the Board if it wished to close the hearing. <br /> 43 <br /> 44 A motion was made by Commissioner Jacobs, seconded by Commissioner Dorosin to <br /> 45 keep the Public Hearing open until November 5th <br /> 46 <br /> 47 VOTE: UNANIMOUS <br /> 48 <br /> 49 Commissioner Dorosin asked if there is any change in the administrative expenses <br /> 50 under the grant. <br />
