21 <br /> 1 Audrey Spencer-Horsley said she has only shared little nuggets tonight. She said the <br /> 2 goal is maximize available resources, and little funding is expected from the Home Choice <br /> 3 Program. <br /> 4 Commissioner Burroughs expressed hope for where the discussion is going. She said <br /> 5 having more data will be helpful and agrees with tabling the discussion for a work session. <br /> 6 Commissioner Jacobs said he would like to see more proactivity with mobile home park <br /> 7 owners and operators, to determine what plans may be in place for their land, and ask for some <br /> 8 advance notice if people are going to need to be relocated. <br /> 9 Commissioner Price complimented the work already done. <br /> 10 Commissioner Dorosin said he did not see land banking solely as a safety net for <br /> 11 potentially relocated mobile home residents. He said there are a lot of issues in mobile home <br /> 12 parks that may need addressing, and he could see the possibility of building new mobile home <br /> 13 parks. <br /> 14 Chair McKee said the Board is by no means criticizing the efforts to this point. He said <br /> 15 housing needs are very difficult and complicated issues. He said he knows $1 million is not <br /> 16 going to be sufficient in the long term. He said this is more of an urban project being close to <br /> 17 sewer and water, transportation, etc. He said cost is a big factor as money goes much further <br /> 18 in different parts of the County than others. He said having a broader and deeper discussion in <br /> 19 a work session is crucial. <br /> 20 <br /> 21 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to table <br /> 22 this item until the November 13 work session. <br /> 23 <br /> 24 VOTE: UNANIMOUS <br /> 25 <br /> 26 Audrey Spencer-Horsley acknowledged all the County staff that has worked so well on <br /> 27 this project, in conjunction with the non-profit sector, and noted that October is Housing <br /> 28 America month. <br /> 29 <br /> 30 8. Reports <br /> 31 <br /> 32 a. Report on Small Business Investment Grants, Agriculture Economic <br /> 33 Development Grants, & Small Business Loan Program <br /> 34 The Board received a report on the current status of three (3) grant and loan programs <br /> 35 ("Small Business Investment Grant", the "Agriculture Economic Development Grant", and the <br /> 36 "Small Business Loan Program") that are funded by the County's one-quarter cent sales tax for <br /> 37 economic development (Article 46 funds) and administered by the Orange County Economic <br /> 38 Development Department to support the retention and growth of small businesses, agriculture <br /> 39 and food systems-related agriculture ventures throughout Orange County. <br /> 40 Bonnie Hammersley said this is not a presentation on Article 46, but just a report on <br /> 41 grants that have been awarded. She said Article 46 funds will be discussed at the next work <br /> 42 session. <br /> 43 Steve Brantley, Orange County Economic Development Director, said he will review <br /> 44 three programs that positively affect the residents of Orange County.
