Several Planning Board members asked if the applicant was going to allow for the <br /> creation of recreational amenities/land uses on the property. There was a concern <br /> expressed over requiring the applicant to come back through the process to <br /> amend the approved Conditional Zoning district to add a recreational amenity. <br /> STAFF COMMENT: The site plan has been modified to include identified <br /> recreation areas. <br /> The proposed development conditions contained in Attachment 9 were <br /> modified to spell out permitted recreational amenities for residents. <br /> c. A Planning Board member asked for a more detailed breakdown of anticipated <br /> farm activities that would be allowed on the property. <br /> STAFF COMMENT: Please refer to Attachment 5 of the abstract for the <br /> applicant's response. <br /> d. The Planning Director asked the applicant to provide additional information on the <br /> promotion of `crime prevention through environmental design'. <br /> STAFF COMMENT: Please refer to Attachment 5 of the abstract for the <br /> applicant's response. <br /> Procedural Information: In accordance with 2.8.8 of the UDO any evidence not presented at the <br /> public hearing must be submitted in writing prior to the Planning Board's recommendation. <br /> Additional oral evidence may be considered by the Planning Board only if it is for the purpose of <br /> presenting information also submitted in writing. The public hearing is held open to a date <br /> certain for the purpose of the BOCC receiving the Planning Board's recommendation and any <br /> submitted written comments. <br /> Planning Director Recommendation: The Planning Director recommends approval of proposed <br /> Zoning Atlas Amendment application and further recommends approval of the- <br /> i. Statement of Consistency, as contained in Attachment 8, indicating the proposed <br /> zoning atlas amendment is consistent with the adopted Comprehensive Plan and the <br /> project is reasonable and in the public interest, and <br /> ii. Ordinance amending the Orange County Zoning Atlas as contained in Attachment 9. <br /> Planning Board Recommendation: At its September 2, 2015 meeting, the Board voted <br /> unanimously to recommend approval of the Statement of Consistency and the Ordinance <br /> approving the Zoning Atlas Amendment. Excerpts of approved minutes are included in <br /> Attachment 6. <br /> The Planning Board's signed Statement of Consistency is included within Attachment 7. <br /> Agenda materials from the September 2, 2015 Planning Board meeting can be viewed at- <br /> ht Sep 2015 Agenda Package.pdf. <br /> FINANCIAL IMPACT: This request has been reviewed by various County departments who <br /> have determined that the approval or denial of the request would not create the need for <br /> additional funding for the provision of County services. Costs associated with advertising, <br /> including the public hearing notice and mailings, were paid by the applicant in accordance with <br /> the adopted Orange County Fee Schedule. <br />
