Harvey, Planner III, (919) 245-2597 <br /> Craig Benedict, Director, (919) 245-2575 <br /> PURPOSE: To continue the public hearing on Planning Director initiated Unified Development <br /> Ordinance (UDO) text amendments to revise existing regulations governing the development <br /> and use of recreational land uses. <br /> BACKGROUND: This item was presented at the September 8, 2015 Quarterly Public Hearing. <br /> Agenda materials from this meeting can be viewed at- <br /> http://www.orangecoun!ync.gov/docu ent center/ OCCA enda inutes/150908.pdf. <br /> As articulated during the hearing, staff and the County Attorney's office have determined <br /> existing definitions and classification methodology for recreation land uses are inappropriate. <br /> Staff proposed new definitions, as well as new development standards, for recreational land <br /> uses. The public hearing was adjourned to the November 5, 2015 BOCC meeting in order to <br /> receive the Planning Board recommendation. <br /> This item was presented at the October 7, 2015 Planning Board meeting where members <br /> requested additional modifications and information on potential impacts of proposed regulations. <br /> As a result staff is recommending the public hearing be continued to December 7, 2015 to allow <br /> the Planning Board to complete its review. <br /> FINANCIAL IMPACT: There is no financial impact to continue this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br />
