4 <br /> Ensure that Orange County residents are able to engage government through <br /> voting and volunteering by eliminating disparities in participation and barriers to <br /> participation. <br /> Implementation of this technology grant into the Main Library Youth Services division will <br /> result in positive outcomes for children and families in relation to increasing access and <br /> limiting barriers to digital information and enhancing lifelong learning, supporting full <br /> participation in our democracy. <br /> Social Services <br /> 6. The Department of Social Services has expended its first quarter budgeted funds for <br /> Child Day Care for FY 2015-16. At the time of the FY 2015-16 budget deliberations, only <br /> the estimated first quaver allocation of $924,998 was budgeted. This budget amendment <br /> provides for the receipt of the additional $2,473,887, for the Child Day Care Program to <br /> provide childcare services and subsidies to low-income families in FY 2015-16. The <br /> $3,398,886 total allocation equates to the funding staff had expected for the entire fiscal <br /> year. (See Attachment 1, column 6) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this agenda item <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> The Provision of child care subsidy allows parents of young children to seek employment <br /> and support their families while also providing educational opportunities to children in low <br /> income families. <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. <br /> RECOMMENDATION(S): The Manager recommends the Board approve budget ordinance <br /> amendments for fiscal year 2016-16. <br />
