13 <br /> 1 Orange County, North Carolina's mission is to provide excellent services that support healthy, <br /> 2 safe and sustainable communities; preserve Orange County's unique environmental heritage; <br /> 3 and encourage meaningful participation in the governance of the County by its residents. <br /> 4 Communicating with our various audiences and being assured we are reaching more of them is <br /> 5 crucial to our mission. <br /> 6 <br /> 7 BOCC Overriding principles <br /> 8 • Obtaining the highest quality standards in Orange County Schools <br /> 9 • Upholding a just society by challenging injustice and valuing diversity <br /> 10 • Committing to economic development so that business growth and job opportunities result <br /> 11 • Preserving the best of Orange County's unique historical significance and heritage in North <br /> 12 Carolina while positioning the County to be in the forefront of progressive enterprise <br /> 13 • Strengthening Orange County's commitment to the environment <br /> 14 • Streamlining Orange County government to reduce waste, increase efficiency, and promote a <br /> 15 positive climate for all <br /> 16 • Adopting fiscal responsibility as a core principle <br /> 17 <br /> 18 Communications Objectives <br /> 19 • Support Orange County Commissioners' vision and strategic goals by reporting on activities <br /> 20 and programs that are advancing the Commissioners' objectives. <br /> 21 • Facilitate two-way dialogue between Orange County government and County residents so they <br /> 22 have the opportunity to be actively engaged in decision-making and are aware of County <br /> 23 services and activities. <br /> 24 • Enhance communications at and among all levels of County government. <br /> 25 • Help internal County communicators/marketing staff produce communications/ marketing <br /> 26 materials that have some consistency in design and content, thereby presenting a professional <br /> 27 image of Orange County. <br /> 28 <br /> 29 Assumptions <br /> 30 Orange County's Community Relations Plan was created with these assumptions: <br /> 31 • Proactive vs. Reactive <br /> 32 The intent of this communications plan is to stay in front of community issues by taking a <br /> 33 proactive rather than a reactive approach. <br /> 34 <br /> 35 • Strongly Themed vs. Scattered Messages <br /> 36 Communication should reinforce and reflect the vision established by the Orange County Board <br /> 37 of Commissioners (BOCC), underscoring the idea of a government with a common purpose in <br /> 38 concert with its residents. <br /> 39 <br /> 40 • Two-way vs. One-way <br /> 41 It's a bloggers world in 2015 and journalism is evolving from a lecture to a conversation. These <br /> 42 changes have created new issues for the news industry.
