Blackmon, 245-2300 <br />PURPOSE: To consider adoption of a resolution authorizing Laura E. Blackmon, County <br />Manager and Howard Fitts, Accountant II, to sign and pre-audit County financial instruments. <br />BACKGROUND: Kenneth T. Chavious, current County Finance Director, has announced his <br />retirement effective December 1, 2007. Upon the departures of the previous County Manager <br />and Assistant County Manager, Mr. Chavious is currently the only person authorized to sign and <br />pre-audit financial instruments on behalf of the County. Upon Mr. Chavious' departure, there will <br />be a need for other County officials to have signatory authority in the absence of the Finance <br />Director. North Carolina General Statutes, 159-28(a), permits other County officials to perform <br />the signatory and pre-audit functions if designated as Deputy Finance Officer by the Governing <br />Board. <br />The recruitment process for the new Director of Financial Services is currently underway. Once <br />the position is filled the major signatory duties will revert back to the director. However; as has <br />been the case in the past, it is prudent to continue to have officials to serve in a back-up <br />capacity to the director. Therefore, the designations as Deputy Finance Officers should remain <br />in place. <br />FINANCIAL IMPACT: There is a $450 fee related to financial system software modifications <br />required to implement the changes in electronic signatures. This fee can be absorbed in the <br />Manager's operating budget. <br />RECOMMENDATION(S): The Manager recommends that the Board adopt the resolution <br />designating Laura E. Blackmon and Howard Fitts as Deputy Finance Officers. <br />
