87 <br /> Chapter 5: Organizational Options <br /> Option 2: Move OPT into Asset Management Services <br /> Another potential home for OPT is to include it in Asset Management Services (AMS), which is <br /> in effect the public works department in Orange County. Figure 5-4 illustrates this <br /> organizational change. AMS maintains 41 County-owned facilities, provides custodial services <br /> for most County and Court buildings and grounds, provides fleet maintenance and operates a <br /> fueling station, and manages the County's facility construction projects. <br /> The rationale for moving OPT to AMS is the significant role that it plays in supporting OPT <br /> through the maintenance of the OPT fleet. Keeping a fleet of vehicles operational by providing <br /> scheduled preventive maintenance in a timely manner and making repairs as needed in order <br /> to meet scheduled ridership is a very important function, and continued close cooperation will <br /> be required. However, while AMS is very significant to OPT, OPT's ig vehicles are a small <br /> fraction of the over 300 vehicles and ioo pieces of equipment that it maintains. <br /> AMS is a critical support function for many County departments and programs, but it is not a <br /> provider of direct services to the public, and may not have the same kind of customer focus <br /> that is found in departments that provide human services. While there is a required public <br /> process in many of the facility construction projects, there has not been a need for AMS to <br /> market a service.
