62 <br /> Chapter 4: Planned Services <br /> Figure 4-1 includes shading that portrays the level of transit need, based on the percentage of <br /> the population with high transit needs characteristics as combined in an overall Transit <br /> Dependence Index. The Transit Dependence Index analysis can be found in Appendix D. On a <br /> percentage basis it can be seen that there are areas of the county with high need, however, they <br /> are areas with very low numbers of persons and low density, so a demand-response or route <br /> deviation service is appropriate. <br /> Similarly, Figure 4-2 presents the fixed-routes together with information on the overall level of <br /> population density,which is generally required to support fixed-route, fixed-schedule service. <br /> The areas of density are concentrated along the U.S. 70-I-40 corridor, in Mebane and Efland, in <br /> Hillsborough, and in Chapel Hill. The proposed routes link these areas, and provide local <br /> service in the higher density areas, so they are generally in the appropriate areas of the county. <br /> The extension to Cedar Grove does not serve much density, but there are identified senior <br /> needs in that area and it allows utilization of a Section 53n funded vehicle on the Hill-to-Hill <br /> shuttle. <br /> These services are described in more detail in the following sections. <br /> DESCRIPTIONS OF CURRENTLY PLANNED SERVICES <br /> Rural Zonal Route-Deviation Services <br /> Description <br /> This combined service would provide general public service (no eligibility requirements) in the <br /> rural areas of Orange County on a deviated fixed-route basis. Each of three zones <br /> (Northeastern, Northwestern and Southern) would receive service two days per week. Figure a- <br /> i presents a map of the general zones. A generalized route will be developed for each zone with <br /> designated stops, but passengers may also make advance reservations to have the vehicle <br /> deviate to pick-up and drop-off passengers at or near their homes or destinations. The services <br /> will be offered during scheduled periods, and the routes will be designed to provide <br /> connections to Hillsborough, Chapel Hill, Mebane, and connecting to Durham. It is anticipated <br /> that each zone would receive service approximately five hours per day, with several frequencies <br /> (between one and two-hours between trips in each zone). This service design is intended to <br /> concentrate limited public demand in the lowest density parts of the county in order to make <br /> general public service feasible. <br /> KFH <br /> NCDOT Orange County 46 <br /> Transit Assessment Study <br />
