53 <br /> Chapter 3:Service Supplied and Performance <br /> Chapter 3 : Service Supplied and <br /> Performance <br /> With a significant expansion underway that includes a number of new services of varying <br /> types (fixed route, route deviation, demand response), OPT will need a means to evaluate <br /> whether these services are successful over time. If the expected ridership does not <br /> materialize, or if costs are higher than anticipated, it may be prudent to consider whether <br /> a particular service should be revised or eliminated rather than continue to support an <br /> under-performing service. In order to do this, the county needs to track performance over <br /> times using a consistent set of measures, along with thresholds that are set to trigger <br /> review and reassessment of underperforming services. NCDOT has sought to use the <br /> OpStats program to provide a consistently defined statewide set of measures. It uses peer <br /> comparisons to help systems identify cases in which their program is falling behind its <br /> peers. Currently, PTD is focusing on performance-based management statewide. It is <br /> likely that in the future, funding may be linked to performance as well. This chapter <br /> presents information about the amount of service that OPT delivers and how it performs <br /> in comparison to its peers. It also discusses performance measures that have been or <br /> could be adopted by Orange County. <br /> OPERATING STATISTICS <br /> The Institute for Transportation Research and Education (ITRE) at NC State University <br /> manages reporting for the NCDOT's Public Transportation Division. The reporting <br /> system is known as OpStats and is the basis for the data provided below regarding the <br /> amount of service provided and the ridership on OPT services.
