28 <br /> Chapter 1: Current Conditions <br /> members of the general public.Agency clients must meet eligibility requirements associated <br /> with particular programs to use this service and make arrangements through their funding <br /> agency. Other passengers whose trips are funded by the NCDOT Rural Operating Assistance <br /> Program (ROAP) must apply to OPT and meet eligibility requirements associated with the <br /> three ROAP funding programs used by OPT: Elderly and Disabled Transportation Assistance <br /> (EDTAP), Rural General Public (RGP), and Work First. The service characteristics and <br /> eligibility vary with the funding programs. Non-program transportation for the general <br /> public is available at a higher fare. <br /> Elderly and Disabled Transportation Assistance (EDTAP) <br /> This NCDOT program uses state funds to provide one hundred percent of the costs of <br /> operating assistance for trips provided to persons over the age of 6o and to persons of any <br /> age with a disability.Although the NCDOT funding does not have any trip purpose <br /> restrictions, OPT focuses its service on provision of trips to medical services in Orange and <br /> Durham Counties, charging a fare of$3.00 each way to all users. Riders include those who <br /> need transportation to medical services but are not eligible for Medicaid. More details <br /> regarding the Medicaid transportation program are described later in this section. <br /> Reservations must be made two days in advance and trips are scheduled to combine trips <br /> and achieve scheduling efficiencies. Drivers can assist passengers who are unable to get from <br /> their door to the vehicle and from the vehicle to their destination. <br /> Rural General Public (RGP) Service <br /> Demand response service is available county-wide outside the Chapel Hill Transit service <br /> area.Advance reservations must be made two business days in advance. There is no trip <br /> purpose restriction or client eligibility requirement. The fare is $12.75 each way which is <br /> approximately the average full operating cost for OPT. NCDOT funds up to go% of the cost <br /> of service, with a io% local county match. For some users in Orange County, the fare is <br /> discounted and the resulting deficit is covered by a combination of RGP funds and county <br /> funding. The service is door-to-door for those who are unable to get from their door to the <br /> vehicle without assistance.Although these services are not restricted geographically, these <br /> trips are combined on vehicles with persons making trips under specialized programs. There <br /> may be limitations on the times, days and locations that such service is available. <br /> Specialized/Dedicated Services <br /> As the coordinated transportation provider for the county, OPT provides transportation for <br /> clients of several agencies and organizations.
