19 <br /> Chapter 1: Current Conditions <br /> representative from GoTriangle (formerly Triangle Transit ) is invited to attend and the OPT <br /> Transportation Administrator attends when the agenda includes transit system issues. With <br /> these changes, the OUTBoard functions as OPT's TAB to maintain ongoing communications, <br /> as one means of seeking public involvement and providing ongoing administrative oversight. <br /> The OUTBoard meets as needed on the third Wednesday of every month at 7 p.m. in the <br /> Orange County West Campus in Hillsborough. Meeting agendas and minutes are available on <br /> the Orange County website at http://www.co.orange.nc.us/planning/outboard.asp. Appendix A <br /> includes the current list of OUTBoard members. <br /> Organizational Structure and Staffing <br /> OPT is administered by the county's Planning and Inspections Department and is one of six <br /> divisions within the department. The Transportation Division has 14 staff positions, including 8 <br /> drivers. Organizational charts for Orange County as well as OPT within the Planning and <br /> Inspections Department are available in Appendix B. <br /> In addition to the Transportation Administrator, there is a full-time Assistant Transportation <br /> Administrator with a major role in the oversight and management of operations, an <br /> Administrative Assistant I (proposed for reclassification to Transit Coordinator or <br /> Scheduler/Dispatcher) and an Office Assistant. Position descriptions are included in Appendix <br /> C. <br /> Transit planning and some management and administrative functions take place in the <br /> Comprehensive Planning Division. One of the Planner II positions performs short-term <br /> planning for OPT (though this is not included in the position description for this job), grant <br /> development and management and policy development. It is estimated that the OPT functions <br /> of this staff position may require 50% of an FTE on average with peak requirements that have <br /> required full-time attention as the system has needed to develop a number of new policies and <br /> plans to support changes in funding eligibility, compliance requirements and services. There is <br /> a second Planner II position that also has transportation planning responsibilities although <br /> they are not directly related to OPT,with the exception of providing administrative staff <br /> support for transit-related items on OUTBoard agendas. <br /> VEHICLE FLEET <br /> OPT currently has a fleet of i9 light transit vehicles and vans. The current OPT vehicle <br /> inventory is presented in Table i-i.As can be seen in the table, seating capacity ranges from 7 <br /> to 24 passengers. Two of the seven vans are wheelchair equipped, as are n of the 12 light transit <br /> vehicles.
