<br /> DESCRIPTION:
<br /> Under limited supervision, performs administrative and supervisory work in planning and directing the
<br /> transportation operations by overseeing transportation staffing, scheduling, services and fleet
<br /> management. Work involves developing, monitoring, and implementing programs/policies for County transit
<br /> system operations; establishing priorities and policy standards to measure all activities; coordinating data
<br /> gathering for system improvement and developing and participating in educational development and training
<br /> of staff; monitoring and ensuring compliance of local, State, and Federal laws, ordinances, and regulations;
<br /> preparing Community transportation Plan grant application, Community Transportation Improvement Plan
<br /> five year development plan, Rural Operating Assistance Program grant application, operational statistic
<br /> report, vehicle utilization report, and other statistical reports to track system performance; interacting and
<br /> communicating with contractors, local governments, State governments, Federal governments, elected
<br /> boards, and public boards; monitoring and establishing guidelines to ensure operations are
<br /> efficient/effective and within budgetary guidelines; establishing, implementing, and monitoring systems for
<br /> marketing transit operations; and handling the responsibility for maintenance, safety and procurement of
<br /> transit vehicle fleet. Reports to the Director.

<br /> EXAMPLES OF DUTIES:
<br /> ESSENTIAL JOB FUNCTIONS
<br /> Supervises department employees which involves such duties as instructing, assigning and reviewing
<br /> work, maintaining standards, acting on employee problems, selecting new employees, appraising employee
<br /> performance, recommending promotions, discipline, termination and salary increases.
<br /> Manages, administers, and oversees transit operations for the County's public transportation services
<br /> including fixed routes, demand response routes, contractual routes, and flex routes.
<br /> Develops, implements, and manages principles and practice of transit planning and operations; researches,
<br /> compiles, and summarizes a variety of informational and statistical data and materials.
<br /> Prepares Community Transportation Plan, Community Transportation Improvement Plan, and Rural
<br /> Operating Assistance Plan grant applications for allocation of State and Federal funding, which require
<br /> local, State, and Federal signatures for acceptance.
<br /> Administers the implementation, public relations, and monitoring of all new/existing services and contracts
<br /> related to operations; provides a development plan and tracking mechanism for all services to ensure
<br /> efficiency; monitors results of all services; provides County with information to develop additional services.
<br /> Evaluates contractor's performance in the areas of operations, customer service, training, and client
<br /> safety; develops training programs for contractors, staff, and clients to ensure compliance with all local,
<br /> State, and Federal regulations.
