Direct Service Requirement-Grantees must dedicate 30%of the first-year budget,40%of the <br /> second-year budget and 50%of the third-year budget to the provision of direct services. <br /> 10.Data Collection-Grantees must collect information on services provided under the authority of <br /> existing and future approved data collections. <br /> i <br /> 11.Program Income-Program income must be applied by committing generated income to the project <br /> and used to further eligible project objectives. Program income earned during the project period must <br /> be reported on the annual federal financial report and may be used only for allowable costs in <br /> accordance with the applicable cost principles and the terms and conditions of this award. <br /> 12.Planning Phase-Within 30 days of the date in item 1 of Notice of Grant award,grantees must submit <br /> a proposal for their planning phase of not more than six months.During this planning phase,grantees <br /> are required to participate in consultations with ACL staff and the ADSSP technical assistance team. <br /> Grantees will be able to access no more than 15%of total grant funding for developing an <br /> implementation plan. At the conclusion of the planning phase,the grantee must participate in a <br /> "Planning Phase Exit Conference"and receive the approval of ACL/AoA to progress to the <br /> Implementation Phase.The grantee may not advance to the Implementation Phase or access the <br /> remaining 85%of cooperative agreement funding without a"Planning Phase Exit Conference"and <br /> ACL/AoA staff approval of their implementation plan. <br /> 13.Implementation Phase—Throughout the implementation phase of the project,grantees will work C' <br /> toward program goal(s),objectives,anticipated outcomes;participate in technical assistance <br /> opportunities/activities (conference calls,webinars)as coordinated by ACL staff and the program <br /> technical assistance team including attendance and participation in activities related to the program <br /> sponsored annual learning collaborative. <br /> w <br /> 14.Sub award-Funds in the contractual direct cost category for the purpose of issuing sub awards <br /> cannot be expended until a detailed categorical budget justification and sub-awardee name is 4 <br /> submitted to ACL within 10 business days of the execution of an agreement.
