13 <br /> 1 The Board considered adopting the criteria for selecting the design-build method of <br /> 2 construction project delivery according to NCGS 143-128.1.A and approving the resolution <br /> 3 upon the review of the County Attorney. <br /> 4 Jeff Thompson, Orange County Asset Management Services Director, presented the <br /> 5 following PowerPoint slides: <br /> 6 <br /> 7 Orange County Design Build Construction Delivery Method <br /> 8 <br /> 9 Summary <br /> 10 • Board approval for Design-Build method <br /> 11 • Design Build: Contract with one firm (Architect & Contractor) <br /> 12 • Recently delegated to local governments in May, 2013 <br /> 13 • Employed by established criteria, elected on a project by project basis <br /> 14 • Requested for Sportsplex Field House project <br /> 15 <br /> 16 Criteria Summary <br /> 17 • The project is well defined... <br /> 18 • The project timeline is an important factor... <br /> 19 • The County has experienced staff and adequate resources to assure that a high <br /> 20 quality project ... <br /> 21 • There a maximum budget that must be adhered to... <br /> 22 • It will be necessary to have partial occupancy... <br /> 23 • The project requires good-faith efforts to comply with HUB requirements <br /> 24 • More desirable for facility goals and type of facility desired... <br /> 25 <br /> 26 Business Case for Sportsplex <br /> 27 • Ideal delivery method for large, pre-engineered metal structures such as the field house <br /> 28 (cost savings) <br /> 29 • Proximity to ongoing operations at Sportsplex <br /> 30 o Speed of delivery <br /> 31 o Fewer costly disruptions to existing operations <br /> 32 • Allows mezzanine space and locker room elements to be contemplated in Field House <br /> 33 more efficiently and potentially less costly. <br /> 34 <br /> 35 Commissioner Jacobs asked if the "Construction Manager at Risk" option was no longer <br /> 36 being considered. <br /> 37 Jeff Thompson said that is still an option, which may be used at the jail, but with this <br /> 38 proposal that both firms are under one contract. <br /> 39 Commissioner Price asked if this goes through, would staff will be able to conduct this <br /> 40 process to smaller businesses in the community. <br /> 41 Jeff Thompson said yes. <br /> 42 <br /> 43 A motion was made by Commissioner Price, seconded by Commissioner Pelissier for <br /> 44 the Board to adopt the criteria for selecting the design-build method of construction project <br /> 45 delivery according to NCGS 143-128.1.A and approve the resolution upon the review of the <br /> 46 County Attorney. <br /> 47 <br /> 48 VOTE: UNANIMOUS <br /> 49 <br />
