3 <br /> 1 The Board considered approving the proclamation for the Constitution and Citizenship <br /> 2 Day and Constitution Week in Orange County and authorizing the Chair to sign the <br /> 3 proclamation. <br /> 4 Chair McKee said Commissioner Price had proposed a substitute resolution. <br /> 5 <br /> 6 A motion was made by Commissioner Jacobs, seconded by Commissioner Price to <br /> 7 substitute the proposed proclamation (on purple sheet) with suggested changes. <br /> 8 <br /> 9 VOTE: UNANIMOUS <br /> 10 <br /> 11 Commissioner Price read the revised proclamation with suggested changes: <br /> 12 <br /> 13 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 14 PROCLAMATION <br /> 15 <br /> 16 CONSTITUTION AND CITIZENSHIP DAY AND CONSTITUTION WEEK 2015 <br /> 17 <br /> 18 WHEREAS, on September 17, 1787, delegates to the Constitutional Convention signed the <br /> 19 Constitution of the United States in Philadelphia, Pennsylvania, with the intent of forming a <br /> 20 more perfect Union with a foundation in liberty, justice, equality, dignity, and fairness; and <br /> 21 WHEREAS, the Hillsborough, North Carolina Convention in 1788 delayed ratification by North <br /> 22 Carolina, pending the addition of the Constitution's Bill of Rights; and <br /> 23 WHEREAS, the Later Amendments to the Constitution provide protections and liberties for <br /> 24 women, formerly enslaved persons, people of color and those historically disenfranchised; and <br /> 25 WHEREAS, the rights guaranteed in the Later Amendments have been demanded through the <br /> 26 Constitutional right to protest and contest those policies that inhibited the equitable treatment of <br /> 27 all persons; and <br /> 28 WHEREAS, the success of the United States of America, the State of North Carolina and <br /> 29 Orange County is attributable to a diverse heritage and the contributions made by all its <br /> 30 citizens, naturalized and native-born; and <br /> 31 WHEREAS, the United States Congress has designated the 17th day of September of each <br /> 32 year as "Constitution Day" and "Citizenship Day" in commemoration of the formation and <br /> 33 signing on September 17, 1787 of the Constitution of the United States and in recognition of all <br /> 34 who, by coming of age or by naturalization, have attained the full status of citizenship; and <br /> 35 WHEREAS, by joint resolution of August 2, 1956, Congress requested the that President of the <br /> 36 United States proclaim the week beginning September 17 of each year as "Constitution Week"; <br /> 37 and <br /> 38 WHEREAS, every citizen of the United States, whether native-born or foreign-born, should <br /> 39 observe Constitution and Citizenship Day and Constitution Week each year by giving special <br /> 40 thought and consideration to his and her rights and responsibilities under our Constitution; <br /> 41 NOW, THEREFORE, the Board of County Commissioners of Orange County, North Carolina, <br /> 42 does hereby proclaim September 17, 2015 as Constitution Day and Citizenship Day, and <br /> 43 September 17 through September 23, 2015 as Constitution Week in Orange County, and <br /> 44 encourages all residents and citizens to participate in the joint quest to form a more perfect <br /> 45 union. <br /> 46 This the 15th day of September 2015. <br /> 47 <br /> 48 <br /> 49 A motion was made by Commissioner Price, seconded by Commissioner Jacobs for the <br /> 50 Board to approve and authorize the Chair to sign the proclamation. <br />
