1 <br /> I Attachment 3 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 September 15, 2015 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Tuesday, <br /> 10 September 15, 2015 at 7:00 p.m. at the Southern Human Services Center, in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> 13 Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair McKee called meeting to order at 7:03 p.m. <br /> 21 <br /> 22 Compliance with the "Americans with Disabilities Act" - Interpreter services and/or special <br /> 23 sound equipment are available on request. Call the County Clerk's Office at (919) 245-2130. If <br /> 24 you are disabled and need assistance with reasonable accommodations, contact the ADA <br /> 25 Coordinator in the County Manager's Office at (919) 245-2300 or TDD# 644-3045. <br /> 26 <br /> 27 1. Additions or Changes to the Agenda <br /> 28 Chair McKee said this evening was an opportunity for the public to speak on Matters Not <br /> 29 on the Printed Agenda, in reference to the Bond. He said this is not a public hearing. <br /> 30 Chair McKee noted the following items at the Commissioners' places: <br /> 31 - Purple sheet - Revised Proclamation for item 4-b: Constitution and Citizenship Day and <br /> 32 Constitution Week 2015 <br /> 33 - Yellow sheet - Additional Volunteer application to the Orange Water And Sewer Association <br /> 34 (OWASA) Board for Item 11-e <br /> 35 <br /> 36 A motion was made by Commissioner Price, seconded by Commissioner Pelissier to <br /> 37 change the order of items, and move Item 4 to before Item 2 due, to the amount of public <br /> 38 comment expected tonight. <br /> 39 <br /> 40 VOTE: UNANIMOUS <br /> 41 <br /> 42 A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> 43 suspend the one-hour time limit on public comment for "matters not on the printed agenda." <br /> 44 <br /> 45 VOTE: UNANIMOUS <br /> 46 <br /> 47 PUBLIC CHARGE <br /> 48 <br /> 49 Chair McKee dispensed with the reading of the Public Charge. <br /> 50 <br />
