TDR Program Manager Case Studies (Implementation Phase) <br />The Project Team utilized case studies in the initial feasibility phases of work to help <br />explain key concepts to the Stakeholder Committee and the interested public. During <br />the development of program and administrative design concepts, a second round of <br />case studies was conducted that focused exclusively on county-managed TDR <br />programs, especially those that adhered to free-market approaches with limited <br />government intervention between buyers and sellers of development rights.
