STRATEGIC GROWTH AND RURAL CONSERVATION PROGRAM <br />Dratt i ~ o. ~.200~~ <br />F. Summary of Public Engagement Process <br />During the first phases of the TDR Feasibility Study, seven meetings of a Task Force <br />comprised of varied representatives of the Orange County community were used to <br />gain input. Additional interviews were conducted with developers, farmers, and TDR <br />program managers from other parts of the country. The third and final phase, <br />implementation, also used a steering committee, but this committee was comprised of <br />members of various advisory boards already in place in Orange County. Hence, it was <br />dubbed the Joint Advisory Board, or JAB. Three meetings were scheduled to be held <br />with the JAB. <br />The following are the key public outreach and coordination efforts that were used <br />during the implementation study. <br />® Project Website (4-6 updates). As in Phases I / II, the project website continued to be <br />updated, as needed. The website contains relevant information and reports <br />emanating from the planning process, which have been few since the program <br />design (and hence administrative design) considered more options than originally <br />conceived. <br />® Public Meetings (1 J. The current scope of services called for one more of these <br />open, drop-in style sessions, in addition to the meetings held at the Planning Board <br />and City Council meetings. The Consultant provided three staff people and <br />produce a presentation, display boards and handouts to facilitate discussion at this <br />session. <br />® Working Group Meetings (3). There were three meetings of the Joint Advisory Board <br />(JAB) scheduled. The purpose of the JAB was to bring together members of the <br />community that are more directly involved in the process and product of any SGRC <br />Program, and to help provide feedback on very specific issues regarding program <br />and administrative design. This is in contrast to the purpose of the appointed TDR <br />Task Force, which brought together a wider variety of stakeholders to examine a <br />broader range of issues related to TDR feasibility. <br />® Newsletter (75 copies). The Consultant produced a newsletter to illustrate the <br />program design and purpose, once the report and project were completed in a <br />final draft format. <br />® Miscellaneous Outreach and Coordination. The Consultant conducted five <br />additional case studies from other, county-based TDR programs around the country <br />and submitted the summary of findings. The Consultant has interviewed people in <br />the development business in Orange County for their viewpoints on specific <br />program and administrative design issues. Frequent telephone calls coordinating <br />the project occurred throughout the project, typically scheduled on Fridays at <br />11 am. <br />Orange County, North Cazolina <br />
