By reducing the amount of land eligible to participate in the SGRC <br />program, there will be fewer participants. For example, increasing minimum parcel size <br />to something greater than 50 acres would sharply reduce the amount of Rural <br />Conservation participation, as would limiting the Rural Conservation areas to the three <br />critical watersheds in Orange County or productive farming operations.
